Chapter II Administration of Publication Article 6 The establishment of publishing houses and newspapers and periodicals shall be based on social needs and possibilities and meet the following conditions:
(a) The establishment of cooperatives, newspapers and magazines has a clear purpose and editorial policy;
(2) Having a clear scope of publication;
(3) Having competent leaders and editors;
(4) Having a clear superior competent department;
(five) a fixed workplace, the necessary funds and printing (printing) units. Article 7 The establishment of a publishing house and the establishment of newspapers and periodicals shall go through the examination and approval procedures in accordance with the following provisions:
(a) the establishment of a book publishing house, newspaper agency or audio-visual publishing unit shall submit a written application to the provincial press and publication administrative department or the provincial radio and television administrative department respectively. After receiving the application, the accepting department shall complete the examination within one month and report it to the General Administration of Press and Publication or the Ministry of Radio, Film and Television for approval. The applicant shall apply for a business license with the approval documents to the local administrative department for industry and commerce.
(2) The cooperative publication of audio-visual products by a book publishing house and this agency shall be examined by the provincial press and publication administrative department in conjunction with the provincial radio and television administrative department and reported to the State Ministry of Radio, Film and Television for approval.

All publishing houses shall not set up branches inside and outside the province without authorization or set up branches in disguise. Article 8 If a publishing house changes its name, purpose and scope of publication, or a newspaper changes its name, purpose, date of issue, pricing and scope of publication, or stops publishing, the organizer shall report to the original approval department, and after approval, go to the local administrative department for industry and commerce for registration of change. Article 9 A publishing house shall regularly prepare a topic selection plan and a publishing plan, submit them to the provincial press and publication administrative department or the provincial radio and television administrative department for examination and approval, and report them to the General Administration of Press and Publication or the State Ministry of Radio, Film and Television for the record. The provincial press and publication administrative department or the provincial radio and television administrative department shall supervise and inspect the implementation of the topic selection plan and publication plan. Tenth books, newspapers and audio-visual publications, shall not publish the following contents:
(1) divulging state secrets;
(2) Conducting counter-revolutionary propaganda and incitement;
(3) propagating murder, superstition, absurdity, pornography and obscenity;
(4) Defaming others;
(5) Obstructing judicial organs from hearing cases;
(6) undermining national unity;
(7) Defaming the current state policy;
(eight) other publications prohibited by the state. Eleventh publishing houses shall not publish or print books published by the state without authorization; The name and ISBN of the publishing entity shall not be transferred or sold.
Audio-visual publishing houses and publishing units that publish audio-visual products in cooperation with books shall not transfer or sell the edition number to reproduction production units or other non-publishing units. Twelfth all published newspapers and periodicals, should indicate the registration number and the name of the editor (or editor-in-chief, president); The published book edition record page shall record the book title, author's name, time of the first and second editions, publishing house, print run, ISBN and pricing, and the name of the responsible editor, editor-in-chief or editor-in-chief shall also be indicated in the appropriate position of each book.
All kinds of audio-visual publications must indicate the name, trademark, serial number, year of publication and the names of authors and performers of the publishing unit and reproduction production unit. Thirteenth in addition to the publishing units approved by the state, no unit or individual may publish books, newspapers and periodicals and audio-visual publications that are publicly distributed in the society.
Non-publishing units that edit and copy books, newspapers, periodicals and audio-visual publications for internal use shall, before printing, apply to the departments or institutions responsible for press and publication, radio and television administration at or above the county level for a quasi-confirmation or quasi-recording certificate. Specific measures shall be formulated by the provincial people's government.
