The Declaration of Public Libraries was formulated by UNESCO.

Unesco public library declaration 1994, the international library union held its annual meeting in Moscow, requesting the standing Committee of public libraries to revise UNESCO, with the goal of approving the draft proposed by IFLA public library group129 October. Earlier, the declaration was first published in 1949 and revised once in 1972.
