Legal analysis: Smoking is prohibited in public places in urban areas and below the county level: (1) Indoor places such as waiting areas, diagnosis and treatment areas and ward areas of medical and health institutions; (2) Teaching places in schools and kindergartens and other indoor places where minors concentrate their activities; (3) Meeting rooms, theaters, concert halls, film and television halls, dance halls, recreation halls, gymnasiums, museums, exhibition halls, libraries, cultural centers, archives and other places; (4) Passenger waiting rooms at stations, ports and airports, ticket offices and carriages, cabins and computer rooms of public transport; (5) Other public places as stipulated by the Municipal People's Government with districts.

Legal basis: Article 21 of the Patriotic Health Regulations of Hebei Province prohibits smoking in the following public places in urban areas and county towns: (1) waiting areas, diagnosis and treatment areas, ward areas and other indoor places of medical and health institutions; (2) Teaching places in schools and kindergartens and other indoor places where minors concentrate their activities; (3) Meeting rooms, theaters, concert halls, film and television halls, dance halls, recreation halls, gymnasiums, museums, exhibition halls, libraries, cultural centers, archives and other places; (4) Passenger waiting rooms at stations, ports and airports, ticket offices and carriages, cabins and computer rooms of public transport; (5) Other public places as stipulated by the Municipal People's Government with districts. In public places where smoking is prohibited in items (3) and (4) of the preceding paragraph, smoking areas (rooms) with obvious signs and ventilation and smoke exhaust facilities may be set up.
