The implementation of urban renewal is an important decision made by the Fifth Plenary Session of the 19th CPC Central Committee, and it is also a major project defined in the Outline of the 14th Five-Year Plan. The implementation of urban renewal should conform to the law of urban development, respect the wishes of the people, take intensive connotation and green and low-carbon development as the path, change the way of urban development and construction, adhere to the principle of "leaving and demolishing", give priority to retaining and utilizing, strengthen transformation, fill in the shortcomings of cities, pay attention to improving functions and enhance urban vitality. Recently, all localities have actively promoted the implementation of urban renewal. However, in some places, there is a tendency to continue to follow the excessive real estate development and construction methods, demolish large buildings for quick success and instant benefit, demolish old buildings, relocate residents and cut down old trees at will, thus raising housing prices in disguise, increasing living costs and creating new urban problems. In order to actively and steadily implement the urban renewal action and prevent the problem of large-scale demolition and construction, the relevant requirements are hereby notified as follows:

First, insist on delineating the bottom line to prevent urban renewal and deformation.

(1) Strictly control large-scale demolition. Existing buildings will not be demolished on a large scale and in pieces, except for illegal buildings and buildings that have been identified as dangerous buildings by professional institutions and have no repair and retention value. In principle, the demolition construction area of urban renewal units (districts) or projects should not be greater than 20% of the current total construction area. Advocate the classified and prudent disposal of existing buildings, and implement small-scale and gradual organic renewal and micro-transformation. Advocate the use of existing resources, encourage the maintenance and reinforcement of existing buildings, improve facilities and equipment, and improve safety, applicability and energy conservation. For the buildings to be demolished, it is necessary to strengthen the evaluation and demonstration in accordance with relevant regulations, solicit public opinions, and strictly perform the examination and approval procedures.

(2) Strictly control large-scale construction. In addition to the construction of necessary public service facilities, the construction scale of the old city will not be increased on a large scale, the original density intensity will not be broken, and the bearing pressure of resources and environment will not be increased. The demolition and construction ratio of urban renewal units (districts) or projects should not be greater than 2 in principle. On the premise of ensuring safety, it is allowed to appropriately increase the fully renovated building area of housing, build affordable rental housing, and improve public service facilities and infrastructure. Encourage overall planning to explore the scale of regional construction, strengthen the function of dense areas, actively expand public spaces and parks and green spaces, and improve the livability of cities.

(3) Strictly control large-scale relocation. We will not forcibly relocate residents on a large scale, change the social structure, or sever the relationship between people and land and culture. It is necessary to respect residents' willingness to resettle, encourage local and nearby resettlement, improve living conditions, and maintain neighborhood relations and social structure. The local resettlement rate of urban renewal units (districts) or project residents should be not less than 50%. Practice the concept of creating a beautiful environment and a happy life, simultaneously promote urban renewal and community governance, encourage housing owners and users to participate in urban renewal, and * * * build * * * governance * * to enjoy a beautiful home.

(four) to ensure the stability of supply and demand in the housing rental market. In a short period of time, large-scale demolition of contiguous old urban areas such as villages in the city will be carried out to prevent the imbalance between supply and demand in the housing rental market from aggravating the difficulty of renting houses for new citizens and low-income people. Pay attention to the steady implementation of the transformation of villages in cities, improve public services and infrastructure, improve the public environment, eliminate potential safety hazards, simultaneously do a good job in the construction of affordable rental housing, and make overall plans to solve the rental housing problems of key groups such as new citizens and low-income people with difficulties. The annual increase of urban housing rent does not exceed 5%.

Second, we should stick to the principle of staying and try our best to preserve the memory of the city.

(a) Preserve the use of existing buildings. Historical buildings and old buildings with protection value shall not be moved or demolished at will, and shall not be in disrepair, disrepair or idle for a long time. In the areas where urban renewal is to be implemented, it is necessary to carry out investigation and evaluation in time, sort out and evaluate the existing building conditions, and make clear the list of buildings that should be protected. Urban renewal shall not be implemented in areas that have not been investigated and evaluated, and that have not completed the delineation of historical and cultural blocks and the identification of historical buildings. Encourage the transformation, repair and utilization of existing buildings such as factories, shopping malls and office buildings without changing the nature and ownership of land use and reducing the level of fire safety.

(two) to maintain the scale of the old city pattern. Do not destroy the traditional pattern of the old city and the texture of streets and lanes, do not straighten and widen roads at will, do not build major roads or major squares. Encourage the use of "embroidery" kung fu to repair and darn old factories, old commercial areas and old residential areas, strictly control the building height, and maximize the preservation of the characteristic pattern and texture of the old city.

(3) Continuation of urban characteristics. Do not destroy the topography, cut down old and famous trees and existing trees with local characteristics, dig mountains and fill lakes, change or occupy rivers and lakes at will, rebuild parks with historical value at will, change old place names at will, put an end to the chaos of "being greedy for perfection, clinging to foreign countries and seeking differences", and prohibit plagiarism, imitation and cottage behavior in buildings. Adhere to the low-impact renewal construction mode, maintain the natural landscape environment of the old city, and protect historical relics such as ancient trees, bridges and wells. Encourage the use of local building materials and forms to build urban buildings that reflect regional characteristics, national characteristics and the style of the times. Strengthen the ecological restoration of the city, leave blank and increase green, and keep the unique regional environment, cultural characteristics and architectural style of the city.

Third, adhere to our capabilities and steadily promote transformation and upgrading.

(1) Strengthen overall planning. Don't be divorced from the local reality, don't talk clearly, put an end to sports and blindly implement urban renewal. Strengthen the overall planning of work, adhere to the urban physical examination and evaluation first, adjust measures to local conditions, classify policies, reasonably determine the key points of urban renewal, and delimit urban renewal units. Fully link up with relevant planning, scientifically prepare urban renewal plans and plans, establish project libraries, clarify the implementation time sequence, and do what you can for a long time. Explore planning, land, finance, finance and other policies applicable to urban renewal, improve the approval process and standards, broaden financing channels, effectively prevent local government debt risks, and resolutely curb new hidden debts. Strictly implement the shantytown renovation policy, and urban renewal shall not be carried out in the name of shantytown renovation.

(2) Explore the sustainable renewal mode. Don't take the development and construction mode of excessive real estate, and don't unilaterally pursue the short-term and economic benefits brought by scale expansion. Encourage and promote the transformation from "development model" to "business model" and explore a sustainable urban renewal model with government guidance, market operation and public participation. The government pays attention to coordinating all kinds of stock resources, increasing financial support, attracting social professional enterprises to participate in operations, balancing transformation investment and long-term operating income, and encouraging existing resource owners and residents to participate in micro-transformation. Support the integration of project planning, planning and design, construction and operation, encourage mixed functions and compatible use, promote mixed land types, and develop new formats, new scenarios and new functions by means of demolition, relocation, exchange and lease.

(3) Accelerate the completion of functional shortcomings. Don't make superficial efforts in dressing, wearing a hat and painting, and don't engage in performance projects, image projects and face projects that are divorced from reality and waste people's money. Focusing on making up the shortcomings and benefiting people's lives, focusing on the urgent needs of residents, giving priority to the construction of public service facilities, municipal infrastructure, disaster prevention and safety facilities, flood control and drainage facilities, public green spaces and public activity places, and improving urban functions. Encourage the construction of a complete residential community, improve community supporting facilities, expand community services such as offices, classrooms and canteens, create a barrier-free environment, and build an elderly-friendly community.

(4) Improve the safety and resilience of the city. Do not "emphasize that the ground is higher than the underground", do not over-landscape and brighten, and do not increase urban security risks. Conduct a thorough investigation of urban municipal infrastructure, investigate and rectify potential safety hazards, and promote unified planning and coordinated construction of ground facilities and underground municipal infrastructure renovation. In urban greening and environmental construction, we should encourage the ecological construction mode that is close to nature, localized, easy to maintain and sustainable, optimize the vertical space, and strengthen the construction of blue, green and gray integrated sponge city.

All localities should constantly strengthen practice summary, adhere to the bottom line thinking, deepen and refine the system, mechanism and policy of urban renewal in light of the actual situation, actively explore and promote urban renewal, and effectively prevent the problem of large-scale demolition and construction. Strengthen the guidance of city (county) work, supervise and urge the re-evaluation of urban renewal projects under construction and approved construction, and thoroughly rectify projects involving reinvention, demolition and construction; Supervise the pilot cities to further improve the urban renewal work plan.
