Huai 'an Library officially opened on May 1959, and it is the largest library in Huai 'an. Huai 'an Library strives to serve the people of the whole city and the construction of two civilizations, actively carries out high-quality services and characteristic services, enters communities, villages and military camps, always adheres to the principle of "readers first, service first", regulates the service behavior of staff by designating "civilized service convention", and creates a good reading atmosphere for readers by optimizing the environment. Since 1985, the library has always maintained the glorious title of civilized unit at city and district levels, and was rated as a second-class library by the Ministry of Culture in 1998.
