The water administrative department of the people's government at the county level shall supervise and inspect the implementation of the project.

The completion and acceptance of river-related construction projects shall be attended by the water administrative department of the people's government at the county level where the project is located.

Fifteenth approved river-related projects shall be carried out in accordance with the project construction plan, and shall not interfere with river flood control and flood season safety. It is forbidden to build temporary cofferdams, excavate dams, cross dams with pipelines, and build temporary bridges with water blocking access roads without authorization.

The construction unit of river-related projects shall prepare the construction flood control plan, and bear the responsibility for flood control safety of rivers within the construction scope. The relevant temporary facilities that need to be built for construction shall be removed by the construction unit before the end of construction or the expiration of service period, and the river shall be restored to its original state.

Due to the damage caused by the project construction to the river engineering and supporting facilities, the construction unit shall promptly organize the repair. Causing river siltation, it shall timely organize dredging.

Twenty-seventh activities such as water tourism and water sports within the scope of river management shall conform to the river water protection plan, and shall not affect the river flood control, flood discharge, engineering safety and public safety, and shall not pollute the river water.

Article 32 Where a construction project occupies water areas and water conservancy facilities, designated berms and revetments within the management scope of rivers and lakes, or adversely affects the original engineering facilities and water areas of rivers and lakes, remedial measures such as equivalent substitution projects shall be built. If remedial measures such as equivalent alternative projects cannot be built, compensation shall be made.

Article 33 The following water blocking obstacles or engineering facilities within the scope of river management shall be proposed by the water administrative department and reported to the people's government at or above the county level for ordering the obstacle setters to clear them within a time limit; If it is not removed within the time limit, it shall be forcibly removed by the people's government at or above the county level, and the expenses required shall be borne by the obstacle:

(1) Bridges, approach roads, wharves, trestles, pump houses, ferries and other river-crossing engineering facilities that seriously block water and endanger the safety of flood discharge;

(2) Dams, fences and houses;

(three) waste slag, sand, cinder, soil, garbage, etc. ;

(four) stacking materials that affect flood discharge and fishing gear that blocks the river;

(5) Planting tall plants in flood passages;

(six) other obstacles that damage the function of the river and affect the safety of the river.

Article 34 The water administrative department of the people's government at the county level shall, jointly with the administrative department of natural resources and other departments, do a good job in the investigation of river sand mining resources, formulate a river sand mining plan, and implement it after being approved and promulgated by the water administrative department of the people's government with management authority. If the planned sand excavation river belongs to the waterway, the opinions of the traffic administrative department shall also be sought.

Sand mining planning involves the upstream and downstream, the left and right bank reaches, and the sand mining reaches shall be demarcated through consultation by the water administrative department of the relevant people's government and reported to the water administrative department of the people's government at the next higher level for the record. Article 35 Any unit or individual that carries out sand mining within the scope of river management shall be approved by the water administrative department of the people's government at or above the county level, and shall handle the sand mining license in accordance with the law. The right to exploit river sand and gravel shall be transferred in an open and fair way through bidding in accordance with regulations. In violation of the provisions of the second paragraph of Article 31, the water administrative department of the people's government at or above the county level shall order it to stop the illegal act, and may impose a fine of more than 5000 yuan 1000 yuan.

In violation of the provisions of the second paragraph of Article 31 of the construction of water facilities, the water administrative department of the people's government at or above the county level shall order it to stop the illegal act, dismantle it within a time limit, and may impose a fine of more than 5000 yuan 10000 yuan.
