The term "local chronicles" as mentioned in these Regulations refers to information documents that comprehensively and systematically describe the history and present situation of the natural, political, economic, cultural and social aspects of this administrative region.
The term "local comprehensive yearbook" as mentioned in these Regulations refers to the annual information documents that systematically describe the natural, political, economic, cultural and social conditions of the administrative region. Article 3 The people's governments at or above the county level shall strengthen their leadership over the work of local chronicles and incorporate the work of local chronicles into the national economic and social development plan. The funds required for the work of local chronicles are included in the fiscal budget at the same level. Article 4 The compilation of local chronicles shall be unified in planning, scientific and standardized, comprehensive and objective, seeking truth from facts and ensuring quality. Fifth local chronicles work institutions of the people's governments at or above the county level shall be in charge of local chronicles work within their respective administrative areas, and their main responsibilities are:
(1) Organizing, guiding, supervising and inspecting the work of local chronicles;
(two) to formulate the work plan and compilation plan of local records;
(3) Organizing the compilation of local chronicles and local comprehensive yearbooks;
(4) collecting and preserving local chronicles, organizing and sorting out old chronicles, and promoting the theoretical research of local chronicles;
(5) Organizing the development and utilization of local records resources, training editors and providing services for the society. Article 6 Local chronicles and local comprehensive yearbooks of provinces, autonomous regions, cities and counties (cities, districts) shall be compiled by the local chronicles office of the people's government at the corresponding level, and no other organization or individual may compile them.
Local chronicles are edited about every 20 years. Article 7 The local chronicles office of the people's government at or above the county level shall establish a collection system, and timely collect and save all kinds of local chronicles, such as words, charts, photos, audio and video, electronic texts and objects. Article 8 When compiling local chronicles and local comprehensive yearbooks, a compilation plan shall be formulated and submitted to the people's government at the corresponding level for approval.
According to the provisions of the compilation plan, the unit undertaking the compilation task shall complete the compilation task in accordance with the time and quality requirements stipulated in the compilation plan under the guidance of the local records office of the people's government at the same level.
Units undertaking compilation tasks shall be guaranteed in terms of personnel, funds and working conditions. Article 9 The compilation of local chronicles shall be attended by experts and scholars in related fields.
Local chroniclers should combine full-time and part-time jobs, and the chief editor and full-time editor should have corresponding professional knowledge and academic level.
Local chroniclers should be conscientious, objective and fair, and be true and faithful to historical facts. No unit or individual may require compilers to make false accounts in local chronicles. Article 10 The local chronicles office of the people's government at or above the county level may collect relevant local chronicles from state organs, social organizations, enterprises, institutions and other social organizations and individuals by consulting, extracting and copying, and the relevant units and individuals shall support them. Except those involving state secrets, commercial secrets and personal privacy and those that do not meet the conditions for filing a case. Eleventh manuscripts of local chronicles shall be examined and accepted by the people's governments at the corresponding levels, and the manuscripts of local comprehensive yearbooks shall be approved by the people's governments at the corresponding levels or departments determined by them before they can be published publicly.
Districts of the city and county (city, district) local chronicles manuscript before submitted to the people's government at the same level for examination and acceptance, it shall solicit the opinions of the local chronicles work institutions of the people's government at the next higher level, and accept their guidance.
When examining and accepting manuscripts of local chronicles, experts on confidentiality, archives, history, law, economy, military affairs and local chronicles shall be organized to participate, and the focus shall be on whether the contents of local chronicles conform to the provisions of the Constitution and laws and regulations on confidentiality and archives, and whether they comprehensively and objectively reflect the natural, political, economic, cultural and social history and present situation of their respective administrative areas. Article 12 After the publication of local chronicles, the compiling unit shall promptly provide the books in its collection to the national archives and public libraries at the corresponding level and higher level free of charge. Thirteenth people's governments at or above the county level shall strengthen the infrastructure construction and information construction of local chronicles. Article 14 If state organs, social organizations, enterprises and institutions, other social organizations and individuals need to inquire about the relevant contents of local chronicles, the local chronicles working institutions of the people's governments at or above the county level, the national archives, public libraries and local chronicles museums that collect local chronicles shall provide convenience through various means such as online publishing and local chronicles borrowing. Article 15 The documents and materials collected in the compilation of local chronicles, such as words, charts, photos, audio-visual images, electronic texts and physical objects, and the manuscripts of local chronicles formed shall be managed by full-time personnel designated by the local chronicles office of the people's government at the corresponding level in a centralized and unified manner, and shall be properly preserved and shall not be damaged; After the compilation of local chronicles is completed, it shall be handed over to the national archives or local chronicles museum at the corresponding level for preservation and management, and individuals shall not take it for themselves or transfer, lease or lend it. Sixteenth local chronicles and local comprehensive yearbooks belong to professional works, and the editors shall enjoy the right of signature according to law. Seventeenth units and individuals are encouraged to engage in the development and research of local chronicles. The local records work institutions of the people's governments at or above the county level shall provide business guidance.
Encourage colleges and universities to set up local chronicles related majors or courses, and cultivate local chronicles compilation professionals.
