Article 3 The work of promoting civilized behavior should build a work pattern of unified leadership of the Party committee, implementation by the government, respective responsibilities of departments, coordinated promotion of society and citizen participation. Fourth city and county (city, district) spiritual civilization construction steering committee to co-ordinate the promotion of civilized behavior within their respective administrative areas.
City, county (city, district) spiritual civilization construction institutions are responsible for the guidance and coordination, supervision and inspection, assessment and evaluation of the promotion of civilized behavior within their respective administrative areas, and report the implementation of these regulations every year. Article 6 State organs should play an exemplary role in advocating civilized behavior. Enterprises, institutions, social organizations and other organizations should actively participate in the propaganda of civilized behavior.
Citizens should actively participate in the construction of social morality, professional ethics, family virtues and personal morality, abide by the norms of civilized behavior and conventions and codes of civilized behavior, take the initiative to participate in the activities of civilization creation, and * * * maintain the civilized image of Yueyang. Article 7 All units and citizens have the right to put forward opinions and suggestions on the promotion of civilized behavior, discourage and report uncivilized behavior, and criticize and complain about behaviors that fail to perform their duties of promoting civilized behavior. Chapter II Encouraging and Advocating Article 8 Encouraging the following civilized behaviors:
(1) Actively participating in voluntary service activities;

(seven) to cultivate a good family style of respecting the old and caring for the young, mutual respect and love, equality between men and women, diligence and housekeeping, harmonious neighborhood, and paying attention to hygiene, and striving for a civilized family;

(nine) actively participate in national fitness, national reading and other recreational activities beneficial to physical and mental health;
(ten) other acts conducive to the harmonious development of nature, society and family. Chapter III Standardizing and Abiding by Article 10 Practicing patriotism and observing the following norms of civilized behavior:
(1) Take care of the national flag and national emblem and respect the national anthem;

(VI) Not setting up stalls, operating night markets and engaging in other illegal occupation activities at the time and area prohibited by the people's governments of cities and counties (cities, districts);

(eight) when carrying dogs and other pets out, necessary safety and health measures should be taken. Adults should use dog leashes to consciously clean up the outdoor feces of pets. (twelve) in libraries, memorial halls, museums, theaters and other indoor public places, take the initiative to mute electronic equipment such as mobile phones to avoid affecting others;
(thirteen) other civilized behavior norms to maintain the order of public places.
