Guide the promotion of Putonghua and manage the training and testing of Putonghua; Guide the standardization of school and social writing; To undertake the specific work of the Provincial Language and Literature Working Committee. To guide the research and pilot work on the reform of education management system, school-running system and school internal management system; To study the educational reform and development strategy and conduct policy research on major issues.

To draft relevant local laws and regulations; To undertake the legal system construction and administration according to law in the education system; To undertake relevant administrative reconsideration and administrative litigation; To undertake the overall management and comprehensive coordination of private education. To formulate the province's education development plan and annual plan; Plan and guide the adjustment of school layout at all levels and the reform of higher education management system.

To organize the examination of the establishment, cancellation, renaming and adjustment of institutions of higher learning and relevant provincial secondary vocational and technical schools; Review and organize the implementation of the annual enrollment plan of colleges and universities in conjunction with relevant departments; To undertake the filing work of off-campus institutions of adult higher education and modern distance education in ordinary colleges and universities; To undertake the statistics, analysis and release of the basic information of education in the whole province.

Main responsibilities:

1, implement the central and provincial education policies and laws and regulations, draft relevant local regulations, rules and policies and organize their implementation.

To organize the formulation of educational reform and development plans and annual plans, put forward policies on educational system reform and organize their implementation, be responsible for the strategic research on educational reform and development, plan and guide the layout adjustment of various schools at all levels in conjunction with relevant departments, and be responsible for the statistics, analysis and release of education-related data.

3, responsible for the overall management of provincial education funds, supervision and statistics of the implementation and use of local investment and education financial allocation, to guide the school's capital construction and financial management.
