WDL represents the transformation of digital library project from quantity to quality. Quantity remains a priority, but the quality standards set at the beginning of the project must not be sacrificed.

WDL has made breakthroughs in the following aspects, each of which represents a lot of time and energy input: WDL emphasizes the openness of all aspects of the project: content acquisition, technology transfer capacity building, participation of partners, stakeholders and users. Technical network and planning network are considered to be the most important factors for the sustainable development of WDL.
