The reading room and collection warehouse of public libraries must be strictly managed and protected, and shall not be occupied at will. If it is really necessary to occupy the reading room or collection warehouse of a public library, the examination and approval procedures shall be handled in accordance with the following provisions:
(a) the city, district (county) library to apply to the Municipal Bureau of Culture, the Municipal Bureau of Culture from the date of accepting the application 15 days to make a decision on examination and approval;

A public library that has been approved for merger, division, cancellation or change of its site and name shall, within 30 days from the date of the above-mentioned situation, go through the registration formalities for merger, division, cancellation or change with the administrative department of culture in accordance with the procedures specified in Article 11 of these Measures. The Municipal Library focuses on the collection of patent documents, standard documents, local documents of this Municipality, and newspapers, series, multi-volume books and major foreign publications published by domestic publishing houses, newspapers, magazines and other publishing units;
