I. Guiding ideology

Guided by the construction of socialist core values, vigorously carry forward the volunteer spirit of "dedication, friendship, mutual assistance and progress", widely spread the concept of volunteer service, actively play the role of cultural volunteers in serving the society and the public, build a cultural volunteer service system with extensive participation, rich content, various forms and sound mechanism, and create a good social trend of health and goodness.

Second, the basic principles

With the goal of cultivating and practicing socialist core values and meeting the cultural needs of the masses, we will fully mobilize social forces to actively participate in and support cultural voluntary services, focus on rural areas and communities, and provide targeted services to minors, empty nesters, left-behind children, migrant workers and the disabled according to the cultural needs of the masses to achieve equalization of public cultural services.

Establish and improve the long-term working mechanism and activity operation mechanism of cultural volunteer service, promote the normalization and standardization of cultural volunteer service, and promote the standardized, orderly, sustained and healthy development of cultural volunteer service.

III. Contents of activities

Carry out the voluntary service activities of the public library of "inheriting books and witnessing growth". County-level libraries should organize lecture training, theme reading sharing sessions, reading and growth, reader consultation, online counseling, reading essay writing and other service activities not less than 10 times.
