The Notice of the Press and Publication Administration on Several Issues Concerning the Identification and Banning of Illegal Publications (199 1 1 30) explains the manifestations of illegal publications:

2. Stealing a publication printed in the name of a publishing unit approved by the state;

3, piracy, reproduction of legal publications and publications sold in the public;

4. Publicly issued publications of unsigned publishing units or signed non-publishing units;

5, the printer for the purpose of seeking illegal profits, unauthorized printing, printing publications;

6. Members of a publishing unit that has been explicitly dissolved reprint or publish publications in the name of the original editorial department without authorization;

7. Publicly issued publications printed by other non-publishing units;

8, the sale of ISBN, serial number, in violation of the provisions of collaborative publishing, printing publications on behalf of speculation.

All illegal publications are recognized by the press and publication administration or the provincial press and publication bureau.
