According to the Notice of the General Administration of Press and Publication and the Ministry of Labor and Social Security on Implementing the Professional Qualification Certificate System for Book Publishers and the National Professional Standards for Publication Publishers, publication publishers are unique to the press and publication industry and must hold relevant certificates. They identify the professional skills of employees engaged in publication distribution, and implement employment access control and professional qualification certificate system. According to the National Professional Standard of People's Republic of China (PRC) (Publication Distributor), the qualification of publication distributor is divided into four grades: primary, intermediate, advanced and technician. Personnel engaged in publishing and distribution can participate in the professional qualification appraisal of publishers of corresponding grades according to different requirements.
(1) Identification requirements
1. Applicable object
Persons engaged in or preparing to engage in the publication distribution profession.
2. Basic education level
Graduated from high school (or equivalent).
3. Declaration conditions
Mainly (one of the following circumstances)
(1) Reach the standard class hours specified in the formal primary training of this occupation, and obtain the graduation (completion) certificate.
(2) Engaged in this vocational training for more than 2 years.
(3) The professional apprenticeship expires.
Intermediate (one of the following)
(1) After obtaining the primary vocational qualification certificate of this occupation, he has been engaged in this occupation for more than 3 years continuously, and has reached the standard hours after formal training at the intermediate vocational level, and has obtained the graduation (completion) certificate.
(2) Having worked in this occupation for more than 4 years after obtaining the primary vocational qualification certificate of this occupation.
(3) Having been engaged in this occupation continuously for more than 6 years.
(4) Obtain the vocational (professional) graduation certificate of the secondary vocational school with intermediate skills as the training goal, which is verified by the administrative department of labor security.
Advanced (one of the following conditions)
(1) After obtaining the intermediate vocational qualification certificate of this occupation, he has been engaged in this occupation for more than 4 years continuously, and has passed the standard hours stipulated in the advanced formal training of this occupation, and obtained the graduation (completion) certificate.
(2) Having been engaged in this occupation for more than 6 years continuously after obtaining the intermediate vocational qualification certificate of this occupation.
(3) College graduates who have obtained the intermediate qualification certificate of this occupation have been engaged in this occupation for more than 2 years.
(4) Obtain the graduation certificate of this occupation (major) from a senior technical school or higher vocational school with high skills as the training goal, and be recognized by the administrative department of labor and social security.
Technician (one of the following conditions)
(1) After obtaining the senior professional qualification certificate of this major, he has been engaged in this major for more than 5 years continuously, and obtained the graduation (completion) certificate after passing the standard hours of formal training for technicians of this major.
(2) Having been engaged in this occupation for more than 8 years continuously after obtaining the senior vocational qualification certificate of this occupation.
(3) Graduates from senior technical schools (higher vocational schools) who have obtained this vocational qualification certificate have been engaged in this profession for 2 years continuously.
4. Identification method
It is divided into theoretical knowledge test and skill operation test. The theoretical knowledge test adopts closed-book written test, and the skill operation test adopts practical operation. Both the theoretical knowledge test and the skill operation test adopt the 100 scoring system, and the score above 60 is qualified. Technicians must also conduct a comprehensive review.
