Since 2023 1 month 1 day, Heilongjiang Provincial Library has entered the trial operation stage of free and comprehensive opening. According to the Opinions of the Ministry of Culture and the Ministry of Finance on Promoting the Free Opening of National Art Museums, Public Libraries and Cultural Museums, the library of Heilongjiang Province is exempted from basic service charges, and the original basic service charges such as Internet access fees for electronic reading rooms, study room use fees and subject consultation fees are cancelled to extend the opening hours of study rooms.
