How to handle the license for domestication and breeding of wild animals?
The state implements classified protection of wild animals according to the following different situations: 1. Application materials and procedures for applying for national first-class or second-class or provincial protection of domesticated and bred wild animals: 1. Application materials: (1) application form for administrative license of wildlife protection and management; (2) An application form for the domestication and breeding license of wildlife under special state protection or an application form for the domestication and breeding license of wildlife under non-special state protection; (three) valid documents or materials to prove the identity and qualifications of the applicant; (four) the certificate of origin of the application for domestication and breeding of wild animals, including the introduction agreement or letter of intent, valid approval documents, import and export certificates, receiving and rescue documents; (five) valid documents or materials to prove that they have the right to use the corresponding fixed place for domestication and breeding; (six) proof of funds needed for domestication and breeding; (7) Proof of technical ability of wildlife rescue and feeding personnel; (eight) the feasibility study report or master plan of domestication and breeding of wild animals, and the explanation materials of the source of wild animal feed; (9) Pictures of fixed places, escape prevention facilities, cages and isolation walls (nets) of all kinds of wild animals applying for domestication and breeding, and explanatory materials on their area, specifications and safety; (10) To apply for increasing the species of wild animals to be domesticated and propagated, it is necessary to submit the explanatory materials on the original species, quantity and health status of the wild animals to be domesticated and propagated, as well as the copies of the obtained domestication and propagation license and relevant approval documents; 2. Procedures: (1) The applicant applies to the local county-level forestry administrative department, and reports it to the forestry window of the provincial government affairs center after examination; (2) if it is really necessary to organize an expert review, it shall be undertaken by the forestry window of the provincial government affairs center and transferred to the provincial nature protection management station, and the expert review shall return to the central forestry window within the specified time; (three) the forestry window of the provincial government affairs center has passed the examination and made a decision to approve the administrative license; If the examination fails, it shall notify the applicant in writing, and inform the reasons for disapproval and the relief channels. 2. Procedures for application materials of domestication and breeding license for protected wild animals below the second level in the province: 1. Application materials (national first-class, second-class or provincial protected wild animal domestication and breeding license for the same project). 2. Procedures: (1) The applicant applies to the local county-level forestry administrative department and reports to the forestry window of the county government affairs center; (2) The forestry window of the county government affairs center was handed over to the county nature conservation management station for undertaking.
