This ordinary library needs no money. You can read the books in the library when you have time, and borrow them if you don't finish reading them. Some libraries don't charge money even if they borrow books within the specified time. Money will only be counted if the time exceeds the prescribed time. I suggest you go to the library and ask the librarian for details.
