Private book companies can also set up their own printing plants to obtain the qualification of book printing, but they can't print books casually, and they must also obtain the commission sheet from the book publishing unit. That is to say, it is stated in the regulations that printing or copying units shall not accept the entrustment of non-publishing units and individuals to print newspapers, periodicals and books or copy audio-visual products and electronic publications, and shall not print or distribute newspapers, periodicals and books or copy and distribute audio-visual products and electronic publications without authorization.

In other words, in essence, private book companies are not book publishing units. At present, in China, the book publishing unit is only a publishing house, and private book companies must go through the publishing house to publish books.
