Procedures for publishing overseas books
It is legal for overseas publications to go through customs.

In order to strengthen the copyright management of publishing or copying overseas electronic publications and computer software, prevent illegal publishing or copying infringing and pirated electronic publications and computer software, and ensure the healthy development of electronic publishing and computer software industry, the National Copyright Administration has decided to register and certify the copyright authorization contract for publishing or copying overseas electronic publications and computer software.

Audio-visual products exceeding a certain amount according to regulations shall be regarded as imported goods by the customs, and shall be supervised according to the regulations on the administration of imported goods. For regular express delivery operators, they should declare to the customs according to the relevant requirements of imported audio-visual products. The relevant import license of audio-visual products cannot be provided at the time of declaration, or the consignor (shipper) does not meet the qualification of the business entity of audio-visual products.

Under any of the following circumstances, the customs shall handle the relevant formalities for all imported printed matter and audio-visual products according to the imported goods:

(1) Individuals carrying or mailing books, newspapers and periodicals published in singles into the country, with more than 50 copies per person at a time.

(2) Individuals carrying or mailing a single disc (disc) of audio-visual products into the country exceed 100 disc each time.

(3) Individuals bring or mail complete sets of books and publications into China, and each person exceeds 10 sets at a time.

(4) Individuals bring or mail complete sets of audio-visual products into the country, each exceeding 10 sets.

(5) Other characteristics of the commodity.
