Measures of Shaanxi Province on Implementing the Regulations on Kindergarten Management (20 1 1 Revision)
Article 1 In order to strengthen the management of kindergartens and improve the quality of care and education, these Measures are formulated in accordance with the Regulations of the State on the Administration of Kindergartens and the actual situation of this province. Article 2 These Measures shall apply to all kinds of kindergartens (classes) in this province that recruit preschool children over three years old (including three years old) and provide them with care and education. Article 3 Kindergarten management follows the principles of territorial responsibility, hierarchical management and division of responsibilities among relevant departments.

The provincial education administrative department is in charge of the management of kindergartens in the province; County (city, district) education administrative departments in charge of kindergarten management within their respective administrative areas. Fourth health administrative departments at all levels are responsible for the supervision and inspection of kindergarten health care work, and their maternal and child health care institutions are responsible for the professional guidance and monitoring of kindergarten health care work.

All levels of finance, human resources and social security, housing and urban and rural construction and other relevant departments, as well as trade unions and women's federations, shall, in accordance with the requirements of the division of responsibilities of the provincial people's government on preschool education management, perform their respective duties and cooperate closely, and * * * do a good job in kindergarten management. Fifth city and county (city, district) people's governments shall, according to the local economic and social development, formulate kindergarten development plans and strengthen the leadership of preschool education. Encourage and support enterprises, institutions, social organizations, neighborhood (village) committees and citizens to organize various kindergartens or donate money to run parks. Sixth kindergartens must meet the following conditions:

(a) there are staff who meet the requirements of the Regulations on Kindergarten Management and these Measures;

(two) a reliable source of funds for running the park;

(three) kindergartens and facilities that meet the national health and safety standards and meet the requirements of child care and education. Seventh city kindergartens and institutions located in rural areas, enterprises and institutions to run kindergartens, must be approved by the county (city, district) education administrative department, issued a registration certificate.

If a registered kindergarten is closed or changes its name, category and affiliation for some reason, it shall go through the formalities of cancellation or change of registration with the original registration authority.

No unit or individual may set up a kindergarten without registration. Article 8 When an individual runs a kindergarten, the organizer must hold a physical health certificate approved by a medical and health institution designated by the county, city and district health administrative department, a written application and a plan for running the kindergarten. With the consent of the local residents' committee and villagers' committee, the sub-district office or the township and town people's government has passed the examination and submitted to the education administrative department of the county (city, district) for registration. Ninth kindergartens in the school period, should be required to regularly submit statistical tables to the local county (city, district) education administrative department. Tenth state organs, social organizations, enterprises and institutions shall, in accordance with the affiliation of kindergartens, declare and include them in the capital construction plan of the competent department.

Construction administrative departments should make overall plans to build kindergartens that are suitable for the local population when building and transforming residential areas in cities and towns. Eleventh kindergartens run by units are encouraged to open to the public and accept children of non-unit personnel. Twelfth kindergartens shall be classified according to quality and charged according to class. The charging items and standards shall be handled in accordance with the charging methods formulated by the provincial education administrative department in conjunction with the provincial finance and price departments. Arbitrary charges are prohibited.

Kindergarten fees should be uniformly printed by the Provincial Department of Finance.

Kindergarten funds are mainly used for conservation and education, as well as the maintenance, renovation and expansion of kindergartens and facilities. Corruption and misappropriation of kindergarten funds are prohibited. Thirteenth kindergarten directors and staff to implement the appointment system.

The kindergarten director shall be appointed by the unit or individual holding the kindergarten, and shall be filed with the kindergarten registration authority.

Kindergarten teachers, doctors, health workers, nurses and other staff are appointed by the kindergarten director, or by the units or individuals that hold kindergartens. Fourteenth kindergartens implement the principal responsibility system. The director is responsible for the work of the whole park under the leadership and business guidance of the organizer and the local education administrative department. During the employment period, the principal shall receive on-the-job training organized by the education administrative department at or above the county level. Fifteenth kindergarten teachers training, the implementation of grading training. Provincial primary school (kindergarten) teacher training centers and city and county teacher training schools are responsible for the training of kindergarten education management cadres, directors and kindergarten teachers. Sixteenth kindergartens should take games as the basic form of activities and integrate education into various activities. It is strictly forbidden to use full-time primary school textbooks to teach children. Seventeenth kindergartens should establish health care, safety protection and staff handover system, and take practical measures to prevent children from food and drug poisoning, cross-infection of infectious diseases, electric shock, scald, frostbite, fall, loss and other accidents. Eighteenth kindergartens and their facilities should be overhauled once a year to eliminate the danger in time and ensure the safety of young children. Nineteenth kindergartens in violation of these measures, one of the following circumstances, depending on the seriousness of the case, given a deadline for rectification, stop enrollment, stop running the park and other administrative penalties:

(a) without registration to recruit students to run the park;

(two) garden facilities do not meet the national health standards and safety standards, which hinder children's health or threaten children's life safety;

(three) the contents and methods of education violate the laws of early childhood education, damage the physical and mental health of young children, and the quality of conservation and education is poor;

(four) do not implement the charging standards, and increase the charging items and charging standards without authorization.
