At the press conference, relevant enterprises donated 70 million tourist year cards to the China Disabled Persons' Federation, and introduced in detail the use of tourist year cards through videos. The card is distributed to more than 30 million certified disabled people and their accompanying personnel throughout the country. Free sightseeing of 500 famous scenic spots in China can be realized with the card. According to the relevant person in charge of the China Disabled Persons' Federation, the card issuing work will be connected with the provincial and municipal disabled persons' federations, and finally the county disabled persons' Federation will organize community-related staff to come to the disabled families to issue cards and guide the registration and use on the spot.

It is reported that the main content of the "Five Ones" project of bringing disabled people's culture into families is to help 654.38 million impoverished families with severe disabilities in the central and western regions and rural areas to read a book, watch a movie, visit a garden, watch an exhibition and participate in a cultural activity every year, aiming at arranging limited resources and projects at the grassroots level, guiding more disabled people to improve their quality in study, cultivate their sentiments in activities, and let grassroots disabled people move and be happy.

According to the relevant person in charge of the China Disabled Persons' Federation, the central government allocates100,000 yuan (50 million yuan in the 13th Five-Year Plan) from the lottery public welfare fund every year to support 20,000 disabled families nationwide to implement the "Five Ones" project through transfer payment.

At present, there are 24,000 reading rooms for the blind in public libraries nationwide, with more than 900,000 books in Braille and 0/60,000 audio-visual digital books. Every year, 40 cultural and creative industrial bases for the disabled and 40 training bases for special artistic talents are supported through the transfer payment of the central lottery public welfare fund.
