Legal basis: Regulations on the Administration of Publication
Article 55. Those who publish, print or copy, import or distribute publications without approval, or engage in publishing, printing or copy, import or distribute publications without authorization, or publish publications by counterfeiting the name of the publishing unit or forging or counterfeiting the name of newspapers and periodicals, shall be banned by the publishing administrative department and the administrative department for industry and commerce according to their statutory functions and powers. In accordance with the provisions of the Criminal Law on the crime of illegal business operation, criminal responsibility shall be investigated according to law. If it is not serious enough for criminal punishment, publications, illegal income and special tools and equipment used for illegal activities shall be confiscated. If the illegal business amount is more than 10 thousand yuan, a fine of more than five times and less than ten times shall be imposed. If the illegal business amount is less than 1 10,000 yuan, a fine of 1 10,000 yuan but less than 50,000 yuan shall be imposed. Whoever infringes upon the lawful rights and interests of others shall bear civil liability according to law.
Article 33 A publishing entity shall not entrust a unit that has not obtained permission to print or copy publications to print or copy publications. If a publishing entity entrusts a printing or copying entity to print or copy a publication, it must provide relevant certificates that meet the requirements of the state, and sign a contract with the printing or copying entity according to law. Printing or copying units shall not accept the entrustment of non-publishing units and individuals to print newspapers, periodicals and books or copy audio-visual products and electronic publications, and shall not print or distribute newspapers, periodicals and books or copy and distribute audio-visual products and electronic publications without authorization.
