It is a double first-class university. In 2022, it was approved again for a new round of "double-first-class" construction of high-level universities in Heilongjiang Province, 16 discipline was selected as the construction sequence, foreign languages and literature were selected as the world-class construction discipline, philosophy, law, Marxist theory, China language and literature, library information and archives management, chemistry, electronic science and technology were selected as the domestic first-class construction discipline, and eight disciplines were selected as the cultivation construction discipline. Heilongjiang University is a local comprehensive university with all characteristics, high level and modernization founded by the Ministry of Education and the People's Government of Heilongjiang Province. It is a university jointly established by the National Bureau of Science, Technology and Industry for National Defense and Heilongjiang Province. It is located in the northern ice city of Harbin. Its predecessor was the Russian team of the third branch of China People's Anti-Japanese Military and Political University, which was founded in 194 1. Since its establishment more than 80 years ago, Heilongjiang University has promoted and served the Sino-Russian strategic partnership of cooperation within the framework of the national global strategy, strengthened the dominant position and leading role of the Russian discipline, realized the multi-directional docking with Russia in personnel training direction, scientific research field, foreign exchange and cooperation, social services, etc., and formed the unique school-running characteristics of Russian universities nationwide.
