The term "urban management" as mentioned in these Regulations includes the management of urban planning and construction, municipal public facilities, landscaping, city appearance and environmental sanitation and other public affairs. Article 3 Urban management shall adhere to the principles of government leading, scientific planning, comprehensive management, public participation and social supervision. Article 4 The Municipal People's Government shall incorporate urban management into the national economic and social development plan, establish a mechanism for urban management coordination and capital investment guarantee, and improve the level of urban management and service. City natural resources, housing and urban and rural construction, ecological environment, market supervision and management, transportation, public security, water conservancy, agriculture and rural areas and other relevant departments in accordance with their respective responsibilities to do a good job in urban management.
Township People's governments (street offices) within the urban planning area of this Municipality shall do a good job in urban management within their respective functions and duties. Article 10 No unit or individual may change the structure and facade style of buildings (structures) without authorization. Chapter III Administration of Municipal Public Facilities Article 12 The Municipal People's Government shall build municipal public facilities in accordance with urban planning, maintain them regularly, ensure that the facilities are in good condition and safe, and set up standardized signs and signs.
Municipal public facilities shall be designed, constructed, accepted and delivered at the same time as the main project.
Public libraries, museums, memorial halls, parks, public toilets and other municipal public facilities should be open to the public free of charge. Article 13 The Municipal People's Government and its relevant departments shall establish and improve the urban public service system, integrate public resources, and establish and improve urban management integrated information systems such as digital urban management platform, public parking, road traffic and emergency command. Article 16 The maintenance and management of urban roads, bridges, tunnels and their ancillary facilities shall meet the following requirements:

(three) if it is really necessary to develop and utilize the space under the urban bridge for public welfare, it shall be submitted for approval according to law. Article 17 In the area where the underground common ditch has been built, the newly laid pipelines in this area should enter the corridor, and the existing pipelines should be moved to the underground common ditch in an orderly manner when rebuilding.
In addition to emergency rescue and disaster relief and the implementation of key projects at or above the provincial level, pipelines shall not be excavated and laid within five years after the newly built, rebuilt and expanded urban roads are put into use and within three years after the completion of overhaul roads. Eighteenth public drainage facilities should be maintained regularly and timely, to ensure that the well (ditch) cover is standardized, the pipe network is complete and unobstructed, and the pumping station is in good condition and running normally. The following acts are prohibited:
(a) blocking, occupying, dismantling, moving and excavating urban public drainage facilities without authorization;
(two) dumping garbage, slag water (soil), construction mud and other wastes into public drainage facilities;
(three) in the rain and sewage diversion area, the sewage will be discharged into the rainwater pipe network.
