Obviously, in this review, as far as the strategic library resource management of any organization is concerned, our current system is at a crossroads, not only from the developed software components themselves, but also from its ability-or lack of personnel-to provide modern information services needed for the comprehensive and expanded functions. Therefore, in early 2002, it was decided to set up a project team to promote the procurement of a new algorithm to replace the existing system in the summer of 2004.

For the board of directors and other staff involved in this work, the summer of 2002 was characterized by some preliminary introductions to leading LMS suppliers. Secondly, in early 2003, the Capital Expenditure Sub-committee submitted the procurement funds and drafted a business requirement, which was submitted to the suppliers in the formal EU bidding process. In the summer and autumn of 2003, the tender of the supplier was evaluated, further argumentation and field investigation were carried out, and the contract of Alice Company was finally awarded at the end of this year.
