The school-running organization system of Xinjiang Radio and TV University (hereinafter referred to as "school-running system") is cross-industry, cross-city and cross-region, covering urban and rural areas in Xinjiang in a three-dimensional way, including Xinjiang Radio and TV University, 15 prefecture radio and TV University, 65 county-level radio and TV universities and 4 industry radio and TV universities. There are more than 39,000 undergraduates, 72,000 junior college students and nearly 20,000 ethnic minority students in the school-running system, including more than 200 farmers and 530 disabled students. At the same time, carry out various forms of vocational qualification certificate education, community education, online education for cadres and skills training. More than 200,000 college graduates have been trained, and more than 500,000 people have received non-academic education. Xinjiang Radio and TV University has more than 45 million yuan in fixed assets and nearly 30,000 books in the library. All teachers and students share the e-book resources of the Library of The Open University of China, including 3.6 million e-book data, 2.8 million Chinese e-books, 380,000 foreign e-books,1/kloc-0.000 Chinese academic journals, more than 2,800 social science digital journals and 24 major databases.
Xinjiang Radio and TV University adheres to the school-running philosophy of "people-oriented, open, integrated and innovative, and serving the society", adapts to the economic and social development of the autonomous region and the adjustment of industrial structure, sets up new majors scientifically, reasonably and flexibly based on the characteristics of industries, enterprises and regional economy, and the annual enrollment scale is stable at 23,000. The learning system of enrollment, flexible learning, lenient entry and strict exit is implemented, and the informationization of teaching, management, scientific research and service is realized by relying on the online learning platform, various network systems and learning terminals of distance open education. It has the Xinjiang Branch of the National Digital Learning Resource Center and the National Digital Learning Resource Center, which has gathered 45,000 high-quality courses with a total resource of 40TB.

(A) to strengthen the theoretical armed forces to ensure a good development environment for schools.
Always put theoretical arms at the top of school work, resolutely follow the decision-making arrangements of the Party Committee of the autonomous region, and conscientiously study and implement the series of important speeches of the General Secretary, the second Central Xinjiang Work Symposium, the 18th National Congress of the Communist Party of China, the 3rd Middle School, the 4th Middle School, the 5th Middle School, the 6th Plenary Session of the 18th Central Committee, the 9th party member Congress of the autonomous region and the Party Committee of the autonomous region, and solidly promote the Party's mass line education practice activities, "three strictness and three realities" and "two studies and one work". Adhere to the "2 1 1" system of theoretical study, arrange no less than 2 days of study and education activities before the start of each semester, and arrange political study for the central group of the party Committee and the teaching staff every two weeks. In order to better adapt to the transformation of RTVU into an open university, in recent years, the school has issued a series of opinions and measures in strengthening network teaching, improving distance teaching support services, building curriculum resources, and building teaching staff. Introducing and reforming the learning platform of Henan Radio and TV University, employing more than 600 full-time and part-time teachers inside and outside the system to carry out online teaching, and strengthening the construction of courses with western characteristics have greatly improved the level and ability of running schools and consolidated the foundation for the transformation of Radio and TV University into an open university.
(C) to promote the reform of teaching mode
Relying on the system of National Open University and Xinjiang Radio and TV University, based on the reality of Xinjiang, focusing on improving learners' professional ability, highlighting the requirements of posts and occupations for knowledge, ability and quality, and aiming at the learning characteristics of professionals, we have continuously deepened the reform of teaching mode, forming an online teaching mode with guidance, control and learners as the center, online autonomous learning as the basis, distance learning support services and face-to-face teaching as the means. Every semester, more than 400 tutors from Xinjiang Radio and TV University participate in remote tutoring, teacher-student teaching forum answering questions and real-time online teaching activities of the course "Online Platform of Xinjiang Radio and TV University"; Continuously strengthen the process management of students' learning, further improve the teaching evaluation mechanism, and bring students' online learning behavior into formative assessment; To undertake the construction project of teaching resources for 27 courses with western characteristics in the open education of the National Open University, and 12 courses won the title of "Excellent Courses of the National Open University"; Strengthen the integration and construction of digital teaching resources for non-unified courses. 20 1 1, uploading 38,000 articles (pieces) on teaching guidance, course answering and examination guidance, with a total resource of 6TB and a resource coverage rate of 76%.
(4) Promoting the information construction of Xinjiang Radio and TV University system.
According to the idea of unified planning, step-by-step implementation and project management, we will further promote the informationization of education and teaching and the digitalization of teaching resources in Xinjiang Radio and TV University. Since 20 1 1, more than 5 million yuan (self-raised) has been invested in informatization construction to promote the deep integration of information technology and education. Actively communicate and coordinate with the National Open University, strive for 3.5 million yuan from the National Open University, and use the matching funds of Xinjiang 15 prefectures and cities and 16 county-level TV universities to build the first batch of 19 and the second batch of 13 "cloud classrooms".
Promote non-academic continuing education.
In recent years, with the active support of the Party Committee and relevant government departments of the autonomous region, the first online training course for leading cadres at bureau level in the autonomous region was successfully held. 120 cadres at department level from more than 50 departments and bureaus participated in the online+offline training for two months, forming the embryonic form of online training mode for cadres in Xinjiang. Entrusted by the Organization Department of the Party Committee of the Autonomous Region, the preparatory work for the "Xinjiang Cadre Network College" and the "bilingual" training of grassroots cadres in the autonomous region has been completed. With the consent of the Education Department of the Autonomous Region, the Xinjiang Community Education Service Guidance Center was established to actively explore and promote the development path of community education with Xinjiang characteristics.
(six) to promote the construction of Xinjiang Radio and TV University school system.
Actively explore and innovate the system management system of RTVU. In recent years, according to the reality of RTVU system, the Opinions of Xinjiang Radio and TV University on Further Strengthening the Construction of School System was issued, which defined the orientation, management system, main responsibilities and settings of RTVU. The system comprehensive evaluation and reward method of Xinjiang Radio and TV University is established, and the annual comprehensive evaluation of prefecture-level radio and TV universities is carried out, so as to strengthen the guidance of teaching management of grass-roots radio and TV universities, strengthen the management norms of teaching quality, and promote grass-roots radio and TV universities to improve their running conditions and continuously improve their running level. Actively carry out the selection activities of national demonstration grass-roots TV universities and autonomous regional demonstration grass-roots TV universities. Xinjiang Radio and TV University system has 8 national demonstration grass-roots radio and TV universities and 12 autonomous regional demonstration grass-roots radio and TV universities, and strives to improve the overall strength of Xinjiang Radio and TV University system with standardized management, effective service, replicable model and demonstration leading effect.

Taking the construction of the National Open University (Xinjiang Branch) and Xinjiang Open University as the goal, adhering to the core school-running philosophy of "people-oriented, open, integrated and innovative, and serving the society", and "dislocation development and complementary advantages" with ordinary universities, it has been built to provide continuing education with academic qualifications, continuing education with non-academic qualifications and lifelong learning support services for all members of society based on modern information technology. The school-running network covers all urban and rural areas in Xinjiang.

4. Promote the deep integration of modern information technology and education, build a network platform and digital learning resource library integrating teaching, scientific research, management and service, and promote the informationization and modernization of education;
5. Build a "overpass" for lifelong learning, explore the establishment of learning achievement certification and a "credit bank" system, and promote the mutual recognition and convergence of all levels of education and different learning achievements.

1. Stabilize the scale of academic continuing education, pay attention to connotation construction, and strive to improve the quality of personnel training;

Actively promote the "New Industrial Workers Training and Development Assistance Plan" (hereinafter referred to as "Assistance Plan") as a pilot, and carry out continuing education for on-the-job workers in the production and service fields with academic qualifications, non-academic vocational qualification certificates and job skills training certificates;
