Publishers, publishers and provincial publishing and distribution industry associations with the right of general distribution of books may individually or jointly apply for hosting national or jointly organized professional book exhibition activities suitable for their business scope; You can apply individually or jointly to undertake book exhibition activities in this province (autonomous region or municipality directly under the Central Government); Can be entrusted to undertake the book exhibition activities jointly organized by the whole country or two provinces (autonomous regions and municipalities directly under the central government).
A distribution unit owned by the whole people with secondary wholesale rights may apply for holding book exhibition activities that are suitable for its business scope and business form.
Distribution units that are not owned by the whole people may not hold any form of book exhibition activities alone or jointly. Article 4 To hold a book exhibition, the organizer shall apply to the administrative department of press and publication three months before the exhibition, and it can only be held after approval. The approval procedure is as follows:
(a) the national book exhibition activities, submitted to the press and publication administration for approval.
(2) A book fair jointly held by two provinces (autonomous regions and municipalities directly under the Central Government) and above shall be approved by the provincial press and publication bureau where it is held after soliciting the opinions of the provincial press and publication bureau where the liaison unit is located, and reported to the press and publication bureau for the record.
(3) Holding book exhibition activities in this province (autonomous region or municipality directly under the Central Government) shall be approved by the competent department of the organizer and reported to the local provincial press and publication bureau for approval.
(four) the book exhibition activities sponsored by the press and publication administrative organ below the provincial level shall be reported to the press and publication administrative organ at the next higher level for approval.
(five) the distribution unit with the second-level wholesale right shall report to the local press and publication administration for approval to hold book exhibition activities on the spot.
(six) the application of the publishing unit of the military system to hold book exhibition activities shall be handled in accordance with the provisions of Article 3 and Article 4 (1), (2) and (3) after being approved by the competent military department. Fifth book fairs must follow the following principles:
(a) adhere to the principle of serving the people and socialism, and put social benefits in the first place.
(2) Books sold and exhibited shall not contain contents that violate the Constitution and relevant laws and regulations of our country.
(three) strictly abide by the relevant provisions of the publication and distribution, and shall not arbitrarily increase or decrease the wholesale discount, and it is strictly forbidden to accept kickbacks or give money or things and engage in public travel and other activities in any name.

Article 6 When holding a book exhibition, in principle, excellent bestsellers shall not be selected, and those selected due to special needs shall be handled in accordance with relevant regulations. The selected excellent bestsellers shall not be labeled as "nation" or "China". Seventh in violation of these regulations, the administrative department of press and publication shall, depending on the seriousness of the case, give informed criticism, fine, cancel the qualification to apply for holding or participating in exhibition activities, suspend business for rectification and other administrative penalties. If the circumstances are serious, the administrative department of press and publication shall, jointly with the departments of public security, justice, industry and commerce, handle it in accordance with relevant laws and regulations. Article 8 The Press and Publication Administration shall be responsible for the interpretation of these Provisions. Article 9 These Provisions shall come into force as of the date of promulgation.
