Therefore, serving the National Assembly is the primary task of the museum, and it is also the focus of the service of the National Assembly Hall.
In order to ensure the service to the Congress organizationally, the Congress has set up a special agency investigation and legislative investigation bureau according to law, and is equipped with senior experts in various disciplines such as specialized investigators. Its tasks are:

According to the requirements, analyze and evaluate the pending bills in the committees of the two houses of Congress and the cases submitted by the Cabinet to the Congress, make suggestions to the committees of the two houses of Congress and provide materials that can be used as the basis for making decisions on these cases.
2, according to the requirements or demands that may be put forward in the future, take the initiative to collect legislative materials and related materials, classify, analyze, translate, edit, make indexes, abstracts, reports, etc. And make other preparations. 3, at the request of the committee or members, in the legislative preparation stage, assist the committee and members to draft the bill.
4. On the premise of meeting the needs of the two houses of Congress, committees and members, provide the collected information to the administrative and judicial departments and general readers.
The Bureau of Investigation and the Bureau of Legislative Investigation had five courses and 48 people when they were established. In the service for the National Assembly, the National Assembly Hall is centered on the investigation of the Legislative Investigation Bureau and the National Assembly Branch, and completed with the cooperation of the whole museum. Legislative investigation services include entrusted investigation and forecast investigation. Entrusted investigation is to analyze and evaluate bills and cases, investigate political, economic and social issues, major events at home and abroad and various systems, formulate an outline of bills and provide information services according to the entrustment and requirements of members of Congress. This kind of investigation occupies a large proportion in the legislative investigation service of the National Assembly Hall. For example, in 1997, the entrusted investigation focused on political ethics, reorganization of central ministries and agencies, Japan-US defense cooperation guidelines, financial system turmoil and stability countermeasures, industrial structure reform, pharmaceutical industry and so on. Predictive investigation is a predictive study of the matters to be considered by Congress in the future and an investigation in advance. In order to facilitate members of Congress to go directly to the library and make use of the collected information for investigation and research, the National Assembly Hall has set up a reading room and a research room for members of Congress. The 30-seat Members' Reading Room holds the minutes of meetings of the Senate and the House of Representatives, minutes of committee meetings, bulletins, official newspapers, laws and regulations and other parliamentary and legislative materials. All kinds of reference books, maps, periodicals, newspapers and publications in our library. It centers on the materials and latest information that are conducive to the deliberation of state affairs, and provides library services for members of Congress and relevant personnel of Congress quickly. For new books, periodicals and newspapers in Tibet, the list of newly arrived books and newspaper clippings will be edited and distributed to parliamentarians and political party lounges for convenience. In recent years, due to various changes in the political and social situation, the number of inquiries involving a wide range of issues and requiring immediate answers has increased. In order to meet the demand, the branch library of the National Assembly makes use of the collection materials, various databases of the National Assembly Hall and external databases for consultation and provides services quickly and accurately. In order to assist administrative, judicial and other government agencies to complete their official duties, NDL provides library services to these departments. It is mainly done through provincial offices and 35 branches of the Supreme Court. The central library takes the library cooperation department as the center, forms a network and cooperates with branch libraries. At the same time, it also provides direct services to the staff of the administrative and judicial departments.
This service is mainly provided in the form of reference consultation, reading materials and borrowing. In order to consult the administrative and judicial departments, branch libraries sometimes cooperate with the central library and other branch libraries as needed. The central library and branch libraries provide convenience to each other through the interlibrary loan system to meet the demand. 1999, the utilization of branch libraries is as follows: 165822 pieces (33 libraries), 537886 people (33 libraries) and 857537 volumes (24 libraries). According to the regulations of the library, except for members of Congress and the National Assembly, the collection materials can only be read in the library, but can be borrowed from NDL through public libraries, university libraries and professional libraries, and can be borrowed indirectly. Some reading places open to general readers have certain restrictions and need special procedures, such as general research room, constitutional reference room, classical reference room and audio-visual reference room.
Library services for ordinary readers can be divided into services for visitors and non-visitors. Its services include: providing reading, photocopying and reference consultation for readers who come to the library, answering telephone or written consultation for those who don't come to the library, borrowing documents from the library, mailing photocopied materials and so on. In order to provide services for non-library readers more effectively, 1997 uses NDL-iii system to carry out interlibrary loan and accept the request of copying materials by mail.
