In China, publications belong to ideology and are strictly controlled by the state. According to the Regulations on Publishing Management and related laws and regulations, the printing of publications must be approved by the local publishing administrative department, and the publication can only be published after going through the industrial and commercial administrative procedures.
First of all, the process of publishing a book
1, topic selection
Editors put forward the topic of publishing content through market research, and after three-level argumentation by the responsible editor, editor-in-chief, president and editor-in-chief (or publishing house topic selection argumentation committee), they are finally audited by the publishing house topic selection audit committee and submitted to the provincial press and publication bureau for approval.
2. Project approval
The provincial press and publication bureau shall examine and approve the topics of published books according to the Regulations on the Administration of Publishing and other laws, regulations and policies, ensure that the topics meet the relevant provisions of the state, and report them to the General Administration of Press and Publication for the record.
According to the Regulations on the Administration of Publishing and the Measures for Filing Major Topics of Books, Periodicals, Audio-visual Products and Electronic Publications (No.860 of the Press and Publication Administration [1997]) and other laws and regulations, the system of filing major topics, that is, publishing units, is implemented for topics involving national security, social stability and other aspects that will have a great impact on national politics, economy, culture and military affairs.
3. Solicitation and editing
After the topic is approved, the publishing business will enter the editing stage.
There are several forms of editing and collating manuscripts: directly signing a contract with the author, or entrusting the author (mostly a well-known scholar) to collate manuscripts. Every book has a publishing contract with the author, which stipulates and protects the conditions and rights of cooperation between the author and the publishing house. The publishing house has the exclusive publishing right licensed by the copyright owner (author). A publishing contract usually includes the scope allowed by the copyright owner to be used by the publishing house, the allowed service life, the standard and payment method for the publishing house to pay the author. The contract term is generally 3- 10 years.
4. Review and declare the book number
Review:
Reviewing manuscripts is an important part of editing work. The review adopts a three-level review system, that is, editor's preliminary review, editor's review and president's (chief editor's) final review. The manuscript after the third trial is sent to the publishing department of the publishing house according to the principle of neatness, clarity and finality, and enters the production link.
Declaration number:
The editor-in-chief office of the publishing house is responsible for applying to the publishing business department for the allocation of book numbers and bar codes, and applying to the Information Center of the General Administration of Press and Publication for CIP data, that is, cataloguing data of books in print, specifying the contents, selection rules and printing format of cataloguing data of books in print, including title, author, publishing house, edition and printed sheets.
5, determine the print run and pricing
Book pricing and print runs are determined by the marketing departments and responsible editors of each publishing house according to market research. The main reference factors of pricing are cost, book print, market price of similar books and the consumption power of the target readers of the book. The determination of printing quantity mainly refers to the prediction of cost, pricing and book sales. Generally, the printing quantity of each edition is divided into four situations: 3000 to 4000 copies; 5,000 to 8,000 copies; 8000 copies to 10000 copies; Or 10000 or more. Generally speaking, publishing houses mainly adopt the strategy of printing less and printing more to reduce publishing risks, reduce capital occupation and speed up turnover.
6, typesetting and printing
After the relevant manuscript is finally signed by the president (or editor-in-chief), the business department of the relevant publishing house will complete the cover design and layout design, and be responsible for arranging the printing staff for typesetting and printing. The publishing society sends manuscripts that meet the printing standards to the printing house for typesetting and proofing. After the book is proofed, it will be sent to the publishing department of the publishing house for proofreading. The publishing house will return the proofread proofs to the printing house, and the printing house will modify them according to the changes made by the publishing house. Repeatedly for three times, the industry calls it "three proofreading". Finally, it will be reviewed by the responsible editor and director of the publishing department, signed by the president (or editor-in-chief) and returned to the printing enterprise for approval.
7. Distribution and sales
Books published by various publishing houses are generally sold by self-management, independent distribution and participation in book ordering meetings.
Self-publishing is an agreement signed between publishing house and retail bookstore. The general publishing society transports the finished books from the printing house to the bookstore.

Regulations on the administration of publication
Article 18 If a publishing entity suspends its publishing activities, it shall file a record with the publishing administrative department of the people's government of the province, autonomous region or municipality directly under the Central Government where it is located, and explain the reasons and time limit; Publishing units shall not suspend publishing activities for more than 180 days.
When a publishing entity terminates its publishing activities, it shall submit an application by the organizer. With the consent of the competent authority, the organizer shall cancel the registration with the publishing administrative department of the local people's government of the province, autonomous region or municipality directly under the Central Government and report it to the publishing administrative department of the State Council for the record. If the publishing unit is a legal person of a public institution, it shall also go through the cancellation of registration with the registration authority of the public institution with the approval document; If it belongs to an enterprise as a legal person, it shall also go through the cancellation of registration with the administrative department for industry and commerce with the approval documents.
