The evaluation and grading of public libraries at or above the county level in China is divided into three levels.

They are national first-class libraries, second-class libraries and third-class libraries. First of all, the shortlisted libraries have hard targets, that is to say, not all libraries can participate, and some libraries with obviously insufficient facilities or few borrowers cannot participate in the evaluation, but the requirements for libraries that can get the national first-class library level are even higher.
