Under the new historical conditions, in order to better close the relationship between the party and the masses and consolidate the ruling foundation, Zunyi Municipal Committee insists on taking grass-roots party building as the most basic, key and core work of party organizations at all levels, and makes innovations in thought and practice on the basis of earnestly summing up and analyzing the experience of grass-roots organization construction and fully drawing lessons from foreign practice achievements, conforming to the needs and expectations of grass-roots organizations and party member people, following the party's theoretical development and ruling laws. This paper explores an effective carrier to strengthen and improve the construction of the Party's grass-roots organizations-the creation of service-oriented party organizations, which will be taken as the overall starting point of the city's party building work in the next period and promoted and implemented as a medium-and long-term strategic goal and task.
