Chapter 1 General Provisions?
Article 1 These Provisions are formulated in accordance with the Regulations on the Administration of Publication and relevant laws and administrative regulations in order to standardize the publication distribution activities and their supervision and management, establish a unified, open, competitive and orderly publication market system in the whole country and develop the socialist publishing industry. ?
Article 2 These Provisions shall apply to publication distribution activities and their supervision and administration. ?
The publications mentioned in these Provisions refer to newspapers, periodicals, books and electronic publications. ?
Distribution as mentioned in these Provisions includes general distribution, wholesale, retail, rental, exhibition and other activities. ?
The term "general distribution" as mentioned in these Provisions refers to the unified underwriting of publications by the general distribution unit of publications. ?
The term "wholesale" as mentioned in these Provisions refers to the sales of publications by other publication operators. ?
Retail as mentioned in these Provisions refers to the direct sale of publications to consumers. ?
The term "rental" as mentioned in these Provisions refers to the provision of publications to readers by collecting rent. ?
The term "exhibition" as mentioned in these Provisions refers to the centralized exhibition, sales and ordering of publications in a fixed place or manner within a certain period of time. ?
Article 3 The state practices a publication distribution license system, and no unit or individual may engage in publication distribution activities without permission. ?
A publication distribution unit established according to law and an individual approved to engage in publication distribution business may engage in publication distribution activities according to law, and no unit or individual may interfere except according to law. ?
Article 4 The General Administration of Press and Publication shall be responsible for the supervision and management of publication distribution activities nationwide, and for formulating the development plan of the publication distribution industry nationwide. ?
The administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the supervision and management of publication distribution activities within their respective administrative areas, and formulate development plans for the publication distribution industry of the provinces, autonomous regions and municipalities directly under the Central Government. ?
The administrative department of press and publication of the people's governments below the provincial level shall be responsible for the supervision and management of publication distribution activities within their respective administrative areas. ?
Article 5 The General Administration of Press and Publication and the administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government shall plan and scientifically demonstrate the establishment of publication distribution outlets, and follow the principles of legality, fairness, truthfulness and promoting development. ?
The planning for the establishment of publication distribution outlets formulated by the administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government must be reviewed by the General Administration of Press and Publication, reported to the people's government at the same level for approval, and published within their respective administrative areas, otherwise it shall not be used as the basis for examining and approving publication distribution units.
Chapter II Establishment of Publication Distribution Units?
Article 6 To set up a general distribution enterprise or other unit to engage in the general distribution business of publications, the following conditions shall be met:
(1) Having a definite enterprise name and business scope; ?
(2) Taking publication distribution as its main business; ?
(3) Having distributors suitable for the general distribution of publications, and the legal representative or principal responsible person shall have the professional qualification of a publisher of publications at or above the senior level or the intermediate professional and technical qualification related to publication distribution recognized by the General Administration of Press and Publication; ?
(4) It has equipment and a fixed business place suitable for the general distribution of publications, and the business area of the business place is not less than 65,438+0,000 square meters; ?
(5) Its registered capital is not less than 20 million yuan; ?
(six) with the corresponding computer management conditions and sound management system. ?
Article 7 An enterprise or other entity applying for the establishment of general distribution of publications shall submit the application materials specified in the second paragraph of this article to the General Administration of Press and Publication, which shall make a decision of approval or disapproval within 20 working days from the date of accepting the application and inform the applicant in writing. If it is approved, the General Administration of Press and Publication will issue the Publication Business License, and the applicant will obtain the business license from the administrative department for industry and commerce according to law with the Publication Business License; If it is not approved, it shall explain the reasons.
The application materials include the following written materials:
(a) an application, which shall specify the name and address of the unit, the name and address of the legal representative or principal responsible person, the source and amount of funds, etc. ; ?
(2) Organizational structure and articles of association; ?
(3) Credit certificate of registered capital; ?
(4) Information of business premises and proof of the right to use; ?
(five) the identity certificate of the legal representative or principal responsible person; ?
(six) the legal representative or principal responsible person's professional or technical qualification certificate; ?
(seven) certification materials of the corresponding computer management conditions. ? 「HTH」
Article 8 To establish a publication wholesale enterprise or other units engaged in publication wholesale business, the following conditions shall be met:
(1) Having a definite enterprise name and business scope; ?
(2) Having distributors suitable for the publication wholesale business, and the legal representative or principal responsible person shall have the professional qualification of publication distributors at or above the intermediate level or the professional technical qualification at or above the intermediate level recognized by the General Administration of Press and Publication; ?
(3) Having equipment and a fixed business place suitable for the wholesale business of publications, in which the business area of a single store entering the wholesale market is not less than 50 square meters, and the business area of an independent business place is not less than 500 square meters; ?
(4) Its registered capital is not less than 2 million yuan; ?
(five) have the corresponding computer management conditions. ?
Article 9 To apply for the establishment of a publication wholesale enterprise or any other entity to engage in the publication wholesale business, it shall submit the application materials specified in the third paragraph of this article to the municipal administrative department of press and publication with districts where it is located. The municipal administrative department of press and publication with districts shall put forward the examination opinions within 20 working days from the date of accepting the application, and submit them together with the application materials to the administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government for examination and approval. ?
The administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government shall make a decision of approval or disapproval within 20 working days from the date of accepting the application, and inform the applicant in writing. If it is approved, the administrative department of press and publication of the province, autonomous region or municipality directly under the Central Government shall issue the Publishing Business License and report it to the General Administration of Press and Publication for the record. The applicant holds the "Publication Business License" to the administrative department for industry and commerce to obtain the business license according to law. If it is not approved, it shall explain the reasons. ?
The application materials include the following written materials:
(a) an application, which shall specify the name and address of the unit, the name and address of the legal representative or principal responsible person, the source and amount of funds, etc. ; ?
(2) Articles of association of the enterprise; ?
(3) Credit certificate of registered capital; ?
(4) Information of business premises and proof of the right to use; ?
(five) the identity certificate of the legal representative or principal responsible person; ?
(six) the legal representative or principal responsible person's professional or technical qualification certificate; ?
(seven) certification materials of the corresponding computer management conditions. ?
Article 10 To establish a publication retail enterprise or other units or individuals to engage in publication retail business, the following conditions shall be met:
(1) Having a definite name and business scope;
(2) A business operator shall have the professional qualification of a publication distributor at or above the junior level or the professional technical qualification related to publication distribution recognized by the General Administration of Press and Publication at or above the junior level; ?
(3) Having a fixed business place suitable for its business.
Article 11 To apply for the establishment of a publication retail enterprise or any other entity or individual to engage in the publication retail business, it shall submit the application materials specified in the second paragraph of this article to the administrative department of press and publication of the local people's government at the county level, and the administrative department of press and publication shall make a decision of approval or disapproval within 20 working days from the date of accepting the application, and inform the applicant in writing. Approved, issued a "publishing business license", and reported to the administrative department of press and publication at the next higher level for the record. The applicant holds the "Publication Business License" to the administrative department for industry and commerce to obtain the business license according to law. If it is not approved, it shall explain the reasons. ?
The application materials include the following written materials:
(a) an application, which shall specify the name and address of the unit, the name and address of the legal representative or principal responsible person, etc.; ?
(2) Information of business premises and proof of the right to use; ?
(three) the identity certificate and professional or technical qualification certificate of the operator. ?
Article 12 Where a publication rental unit or other unit or individual is established to engage in the publication rental business, it shall, within 5 days after obtaining the business license, report to the administrative department of press and publication of the local county-level people's government with a copy of the business license, business address, legal representative or principal responsible person and other materials.
Article 13 To establish a publication chain operation enterprise or other chain operation enterprises to engage in the publication chain operation business, the following conditions shall be met:
(1) Having a definite enterprise name and articles of association; ?
(2) Conforming to the organizational form and operation mode of chain operation; ?
(three) the registered capital of not less than 3 million yuan, engaged in national chain operation, the registered capital of not less than 6.5438+million yuan; ?
(4) There are more than 10 direct chain stores; ?
(5) The legal representative or principal responsible person shall have the professional qualification of publication distributor above the intermediate level or the relevant professional and technical qualification of publication distribution above the intermediate level recognized by the General Administration of Press and Publication; ?
(six) the headquarters and its stores have business premises suitable for their business, of which the business area of the sample stores is not less than 500 square meters; ?
(seven) with the corresponding computer management conditions and sound management system.
Article 14 To apply for the establishment of a publication chain operation enterprise or other chain operation enterprises to engage in the publication chain operation business, the application materials specified in the third paragraph of this article shall be submitted to the municipal administrative department of press and publication where the headquarters is located, and the municipal administrative department of press and publication shall put forward examination opinions within 20 working days from the date of accepting the application. And report to the administrative department of press and publication of provinces, autonomous regions and municipalities directly under the central government for examination and approval; To apply for the establishment of a national publication chain operation enterprise or other chain operation enterprises to engage in the national publication chain operation business, the application materials specified in the third paragraph of this article shall be submitted to the administrative department of press and publication of the province, autonomous region or municipality directly under the Central Government where the headquarters is located, and the people's government of the autonomous region or municipality directly under the Central Government shall put forward examination opinions within 20 working days from the date of accepting the application, and submit them together with the application materials to the General Administration of Press and Publication for approval. ?
The examination and approval authority shall make a decision of approval or disapproval within 20 working days from the date of accepting the application, and inform the applicant in writing. If it is approved, the administrative department of press and publication of the province, autonomous region or municipality directly under the Central Government shall issue the Publishing Business License and report it to the General Administration of Press and Publication for the record; Approved to engage in nationwide chain operation, the General Administration of Press and Publication will issue the Publication Business License. The applicant holds the "Publication Business License" to the administrative department for industry and commerce to obtain the business license according to law. If it is not approved, it shall explain the reasons. ?
The application materials include the following written materials:
(a) an application, which shall specify the name and address of the unit, the name and address of the legal representative or principal responsible person, and the source and amount of funds; ?
(2) Organizational structure and articles of association; ?
(3) Credit certificate of registered capital; ?
(4) store opening plan; ?
(five) the list of business premises of the headquarters and chain stores and the certificate of the right to use them; ?
(six) the identity certificate of the legal representative or principal responsible person; ?
(seven) the professional or technical qualification certificate of the legal representative or principal responsible person; ?
(eight) certification materials of the corresponding computer management conditions. ?
Fifteenth direct chain stores do not need to apply for a separate "publication business license", but can obtain a business license from the press and publication administrative department of the people's government at the county level where the store is located with a copy of the "publication business license" issued by the headquarters of the publication chain store. ?
If a publication chain business unit opens a non-direct chain store, the chain store shall go through the examination and approval procedures in accordance with the relevant provisions of Articles 10 and 11 of these Provisions, unless it has held a publication business license. ?
Article 16 The establishment of Chinese-foreign equity joint ventures, Chinese-foreign cooperative ventures and foreign-funded enterprises engaged in the distribution of books, newspapers and periodicals shall be handled in accordance with the Measures for the Administration of Foreign-invested Books, Newspapers and Periodicals Distribution Enterprises formulated by the General Administration of Press and Publication and the Ministry of Foreign Economic Relations and Trade Cooperation. ?
Article 17 An enterprise or other unit applying for the establishment of Internet and other information network publication distribution business shall apply for the Internet and other information network publication distribution business in accordance with the provisions of Articles 8 and 9 of these Provisions. ?
General distribution enterprises and wholesale enterprises can engage in publication distribution business through information networks such as the Internet without approval. ?
Article 18 Applications for the establishment of book clubs, reading clubs and other similar organizations that develop members in provinces, autonomous regions and municipalities directly under the Central Government, and applications for the establishment of book clubs, reading clubs and other similar organizations that distribute this edition of publications by publishing units shall be handled in accordance with the provisions of Articles 10 and 11 of these Provisions. ?
An application for the establishment of a book club, reading club or other similar organization that develops members across provinces, autonomous regions and municipalities directly under the Central Government shall be handled in accordance with the provisions of Articles 8 and 9 of these Provisions. ?
General distribution enterprises and wholesale enterprises can set up book clubs, reading clubs or other similar organizations, and retail units of publications can set up book clubs, reading clubs or other similar organizations with members in this province, autonomous region or municipality directly under the Central Government without approval. ?
Article 19 To establish a publication wholesale market, the following conditions shall be met:
(a) there are enough fixed places for centralized operation of wholesale units, with a business area of not less than 5,000 square meters; ?
(two) the business unit that enters the wholesale market must be a publication distribution enterprise with the right to wholesale publications; ?
(3) Having sound market management institutions and rules and regulations; ?
(4) Having basic office, warehousing, transportation and communication facilities, and being able to provide necessary services for business units; ?
(five) market management institutions and business units can all implement unified computer management; ?
(6) Other conditions stipulated by laws and regulations. ?
Article 20 A distribution enterprise restructured from the distribution department of a publishing unit may engage in the general distribution of this edition of publications, but it shall go through the formalities in accordance with Articles 6 and 7 of these Provisions. ?
When a publishing entity establishes a publication distribution enterprise and wholesales or retails publications published by other publishing entities, it shall go through the formalities in accordance with the provisions of Articles 8, 9, 10 and 11 of these Provisions. ?
A publishing entity may set up a distribution branch that does not have the legal person qualification to issue this edition of publications, and the publishing entity shall, within 15 days after the establishment of the branch, report a copy of the Publication Business License issued by the General Administration of Press and Publication, the establishment address of the branch, personnel information and other related materials to the publishing administrative department of the local province, autonomous region or municipality directly under the Central Government for the record. The establishment of branches shall conform to the planning of local publication distribution outlets. ?
Article 21 If a publisher of a publication changes its name and business scope and merges with other publishers, and a new publisher is established due to merger or division, and the change of address is beyond the administrative area of the examination and approval department, it shall go through the examination and approval procedures in accordance with these Provisions. ?
Where a publication issuing entity changes other registered items, it shall go through the corresponding formalities at the original registered administrative department for industry and commerce and file with the approved administrative department for press and publication. ?
If a publication distribution unit ceases to operate due to closure, cancellation, bankruptcy or other reasons, it shall cancel its registration with the approved administrative department of press and publication and surrender its license. ?
Article 22 The establishment of enterprises engaged in general distribution, wholesale and retail of publications or other units and individuals engaged in general distribution, wholesale and retail of publications shall not only meet the conditions stipulated in Articles 6, 8 and 10 of these Provisions, but also meet the planning for the construction of publication distribution outlets formulated by the General Administration of Press and Publication and the administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government. ?
Article 23 The administrative department of press and publication shall timely examine the application materials of the applicant. If it is found that the application materials are incomplete, it shall clearly inform the applicant of all the contents that need to be corrected within five working days from the date of receiving the application materials. If it fails to do so within the time limit, it shall be accepted from the date of receiving the application materials. ?
Chapter III Administration of Publication Distribution Activities?
Article 24 No organization or individual may issue the following publications:
(1) Prohibited publications containing the contents prohibited in Articles 26 and 27 of the Regulations on the Administration of Publishing; ?
(2) All kinds of illegal publications, including: publications that are published, printed or copied without approval, publications that are published by forged or counterfeit publishing units or newspaper names, illegally imported publications, and publications that are published by buying and selling book numbers, serial numbers and edition numbers; ?
(3) Publications that infringe the copyright or exclusive publishing right of others; ?
(4) publications whose publication, printing or reproduction and distribution are explicitly prohibited by the administrative department of press and publication. ?
Twenty-fifth internal information publications must be distributed free of charge within the system, the industry or the unit, and no organization or individual may distribute them. ?
Twenty-sixth units and individuals engaged in publication distribution business must abide by the following provisions:
(a) shall not be purchased from non publication publishing units; ?
(two) shall not participate in the sale of ISBN, serial number and version number in any form; ?
(three) shall not exceed the business scope and business location approved by the administrative department of press and publication; ?
(four) shall not post and distribute orders, advertisements and posters containing contents prohibited by laws and regulations or with fraudulent words; ?
(5) Do not mix sales publications with compulsory sales publications; ?
(six) shall not change the copyright page of publications without authorization; ?
(7) The Publication Business License shall be displayed in a conspicuous position in the business premises, and shall not be altered, copied, sold, lent, leased or transferred in any form. ?
Article 27 A publication distributing unit shall establish a vocational training system and organize employees to participate in the professional skill appraisal conducted by an appraisal institution recognized by the state labor administrative department in accordance with the labor law, the occupational classification determined by the state and the professional skill standards of publication distributors. ?
Twenty-eighth publishing units have the total distribution right of this edition of publications. ?
If a publishing entity entrusts a general distribution entity to distribute publications, it shall use a unified power of attorney for publication distribution; The right of general distribution of publications shall not be transferred or transferred in disguised form to a unit without the right of general distribution of publications, nor shall it be entrusted to a unit without the right of wholesale of publications or to act as an agent for wholesale of publications, nor shall it be entrusted to a non-publication distribution unit to distribute publications. ?
Twenty-ninth before the sale of publications, the business units that enter the wholesale market of publications must submit the samples of publications to the management institutions of the wholesale market for examination and approval, and the samples of publications submitted for examination and approval must be consistent with the publications sold. ?
Thirtieth provinces, autonomous regions and municipalities directly under the central government, the administrative departments of press and publication and the national publishing and distribution industry associations may apply for holding a national exhibition of publications. ?
Publishing associations at or above the provincial level may apply for hosting local publications ordering and exhibition activities; The national publishing industry association may apply for hosting inter-provincial professional publications ordering and exhibition activities, and its subordinate professional committees may accept the entrustment. ?
Article 31 To hold a national publication ordering meeting and exhibition, the organizer shall report to the General Administration of Press and Publication for approval at least six months in advance, and the General Administration of Press and Publication shall make a decision within two months from the date of receiving the application and notify the organizer. ?
To hold local or professional publications ordering exhibition activities, the organizer shall, one month before the event is held, submit the relevant materials such as the activity plan, the list of exhibitors, the location map of the exhibition venue, and the list of personnel of the organizing committee to the press and publication administrative department of the local province, autonomous region or municipality directly under the Central Government for the record. ?
Article 32 A publication distribution enterprise determined by the administrative department of press and publication at or above the provincial level and the administrative department of education jointly with the competent price department through bidding or other open and fair means may engage in the distribution of textbooks for primary and secondary schools, and no other unit or individual may engage in the distribution of textbooks for primary and secondary schools. ?
Thirty-third internal publications shall not be publicized, displayed, displayed and sold. ?
Article 34 Whoever issues imported publications must purchase goods from a legally established publication import business unit; The distribution of imported newspapers and periodicals must be purchased from the publication import business unit designated by the General Administration of Press and Publication. ?
Thirty-fifth units or individuals engaged in publication distribution business must keep relevant non-financial bills such as publication sales lists for more than two years for inspection. ?
Units or individuals engaged in publication distribution business shall report the storage address, area and management personnel of publications to the approved press and publication administrative department for the record; Where the storage address, area and management personnel are changed, it shall be filed with the approved press and publication administrative department within 15 days from the date of change. ?
Article 36 Anyone who engages in the storage, transportation and delivery of publications shall accept the supervision and inspection of the administrative department of press and publication. ?
Article 37 No organization or individual may engage in subscription, storage, transportation, mailing, delivery, distribution and attachment of publications listed in Article 24 of these Provisions. ?
Article 38 Units and individuals engaged in publication distribution must truthfully submit statistical data in accordance with the Statistics Law of the People's Republic of China, the Administrative Measures of the General Administration of Press and Publication on press and publication statistical and the relevant statistical systems stipulated by the state, and shall not refuse to report, report late, make false reports, conceal or forge or tamper with statistical data under any pretext. ?
Article 39 Units and individuals engaged in publication distribution shall provide relevant data to designated database management units in accordance with the provisions of the General Administration of Press and Publication and the administrative departments of press and publication of provinces, autonomous regions and municipalities directly under the Central Government. ?
Article 40 Units and individuals engaged in publication distribution shall go through the examination and registration procedures in accordance with the provisions of the General Administration of Press and Publication.
Chapter IV Penalty?
Article 41 Whoever establishes a publication distribution unit or engages in publication distribution business without approval shall be punished in accordance with the provisions of Article 55 of the Regulations on the Administration of Publication. ?
Forty-second whoever, in violation of the provisions of these regulations, issues prohibited publications shall be punished in accordance with the provisions of Article 56 of the Regulations on the Administration of Publication. ?
Article 43 Whoever, in violation of the provisions of these Regulations, issues a publication that infringes upon the copyright or exclusive rights of others shall be punished in accordance with the Copyright Law of People's Republic of China (PRC) and the Regulations for the Implementation of the Copyright Law of People's Republic of China (PRC). ?
Article 44 whoever, in violation of the provisions of these regulations, issues illegal publications and publications whose publication, printing or reproduction and distribution are explicitly prohibited by the administrative department of press and publication shall be ordered by the administrative department of press and publication to stop the illegal act, confiscate the illegally issued publications and illegal income, and impose a fine of more than 5 times 10 times; If the illegal business amount is less than 1 10,000 yuan, a fine of more than 1 10,000 yuan and less than 50,000 yuan will be imposed; If the circumstances are serious, it shall be ordered to suspend business for rectification within a time limit or the license shall be revoked by the original issuing department. ?
Article 45 Anyone who violates Article 24 of these Provisions shall be given administrative punishment in accordance with Articles 42, 43 and 44 of these Provisions, and at the same time, the publishing unit shall cancel the professional qualification certificate of its legal representative or principal responsible person and the person directly responsible. ?
Forty-sixth distribution of primary and secondary school textbooks that have not been legally confirmed shall be punished in accordance with the provisions of Article 59 of the Regulations on the Administration of Publishing. ?
Whoever issues imported publications in violation of regulations shall be punished in accordance with the provisions of Article 57 of the Regulations on the Administration of Publication. ?
Article 47 In case of any of the following acts, the administrative department of press and publication shall order it to stop the illegal act, give it a warning, confiscate the illegal income and illegally distributed publications, and impose a fine ranging from 3,000 yuan to 30,000 yuan.
(1) Issuing internal information publications; ?
(2) transferring the general distribution right of publications or transferring it in disguised form to a unit without the general distribution right; ?
(3) Purchasing goods from non-publication publishing units; ?
(four) the publishing unit violates the provisions of the second paragraph of article twenty-eighth; ?
(five) beyond the business scope and business location approved by the administrative department of press and publication. ?
(six) to participate in the sale of ISBN, serial number and version number; ?
(7) Selling, lending, leasing or transferring the business license for publications; ?
(eight) failing to perform the examination and registration procedures as required; ?
(9) changing the registered items without authorization; ?
(ten) the establishment of a publication rental unit or other units and individuals engaged in publication rental business has not been filed in accordance with the provisions; ?
(eleven) the organizer held local or inter-provincial professional publications ordering meeting and exhibition activities not in accordance with the provisions of the record.
Article 48 In case of any of the following acts, the administrative department of press and publication shall order it to stop the illegal act, give it a warning, confiscate the illegal income and illegally distributed publications, and impose a fine ranging from 2,000 yuan to 20,000 yuan.
(1) Posting and distributing orders, advertisements and posters containing contents prohibited by laws and regulations or with fraudulent words; ?
(two) with sales publications, forced to sell publications; ?
(3) changing the copyright page of a publication without authorization; ?
(4) Failing to hang the Publication Business License in a conspicuous position in the business premises, or altering or copying it without authorization; ?
(five) in violation of the provisions of article twenty-ninth, article thirty-fifth and article thirty-ninth; ?
(6) Publicly publicizing, displaying and selling publications that need to be distributed internally. ?
Article 49 Whoever establishes a publication wholesale market without approval shall be punished as establishing a publication distribution unit without approval. ?
Organizers who do not meet the requirements of these provisions, hold national publication ordering meetings and exhibitions without approval, or organize local or inter-provincial professional publication ordering meetings and exhibitions without authorization, shall be punished for engaging in publication distribution business without authorization. ?
Article 50 The subscription, storage, transportation, delivery, distribution or attachment of the publications listed in Article 24 of these Provisions shall be handled in accordance with the provisions of Article 42, Article 43 or Article 44 of these Provisions respectively. ?
Fifty-first in violation of the provisions of article thirty-eighth, in accordance with the General Administration of press and publication "press and publication statistical management approach".
Chapter v supplementary provisions?
Article 52 A province, autonomous region or municipality directly under the Central Government shall not approve the establishment or disguised establishment of a publication wholesale market, and shall not expand the scale of the existing wholesale market, except for the publication wholesale market approved by the administrative department of press and publication of a province, autonomous region or municipality directly under the Central Government according to the quota standard of the General Administration of Press and Publication. Wholesale units in the approved wholesale market must meet the requirements of these regulations for wholesale units with independent business premises within five years.
Article 53 The national chain operation mentioned in Articles 13 and 14 of these Provisions refers to the chain operation across provinces, autonomous regions and municipalities directly under the Central Government.
Article 54 The format of the Publishing Business License shall be stipulated by the General Administration of Press and Publication and uniformly printed by the General Administration of Press and Publication or the administrative department of press and publication of provinces, autonomous regions and municipalities directly under the Central Government. ?
