Measures for the administration of manuscript files of publishing houses
Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Archives Law of People's Republic of China (PRC), the Measures for the Implementation of the Archives Law of People's Republic of China (PRC) and the Copyright Law of People's Republic of China (PRC) for the purpose of scientific management of manuscript archives of publishing houses, effective collection and utilization of manuscript archives and strengthening the management of publishing houses. Article 2 Manuscript archives are historical records of the process of book editing and publishing, and are an integral part of national archives. Chapter II Duty of manuscript archives management Article 3 The manuscript archives work of various publishing houses shall be guided, supervised and inspected by the competent leading organs under the unified system of overall planning, organization and coordination by the archives administrative departments at the same level. Article 4 All publishing houses shall set up archives working institutions to centrally and uniformly manage the archives of their own publishing houses. The manuscript files are collected and arranged by the editing room. After filing, the editor-in-chief is responsible for filing and management, and it is handed over to the publishing house archives institution regularly. Chapter III Filing Scope of Manuscript Archives Article 5 The manuscript archives of each book shall reflect the whole process of editing and publishing. The scope of filing documents and materials is:

(1) Relevant contracts and agreements (including co-publication) on topic selection, draft invitation, draft solicitation, publication records and manuscripts.

(2) Audit opinions at all levels, including the preliminary review by the responsible editor, the review by the editorial director, the final review by the chief editor (deputy editor-in-chief) and the external review and joint review opinions, and responsible for editing, processing and sorting out the records.

(three) the requirements and reports of the publishing unit in the process of publishing the manuscript, the instructions and replies from the superiors, important telephone calls, negotiable and meeting records.

(4) Write (translate, draw) as an original or a copy (after the original is returned to the author, there should be an original receipt).

(five) cover design, important person inscriptions and other materials.

(six) correspondence with the author about the manuscript and the revision opinions.

(seven) the book publication notice, certificate and sample book.

(eight) changes after publication (such as changes in the title of the book, the author's signature, the way of distribution, suspension of publication, suspension of printing, suspension of sales, scrapping, etc.). ) and the basis of change.

(9) Notice of remuneration and royalties.

(ten) the record of winning the case and being investigated.

(eleven) letters from readers with reference value, important comments on books, etc. Chapter IV Filing Methods of Manuscript Archives Article 6 Manuscript archives shall be filed with the title of the book, with one or more volumes in each volume, and the items listed on the cover of the folder shall be filled in. Article 7 The manuscript files shall be filed according to the publication year, and the inter-annual manuscript files shall be filed within the book publication year. Article 8 The editorial department of a publishing house shall, in accordance with the provisions of Article 5 of these Measures, hand over the complete manuscript files to the editorial department of the publishing house within three months after the book is published. Article 9 After a work is published, the original manuscript (handwriting) belongs to the author. Unless otherwise agreed in the contract, the manuscript will be returned to the author after two or three years, and the manuscript will be rejected. The original receipt should be filed. Article 10 The materials in the volume should be aligned on the lower left and bound on the left. In case of photos (films) and audio-visual products, the title and author should be indicated (according to the "Regulations on the Management of Photo Archives" of the National Archives Bureau), which can be kept in centralized custody by classification, but the number should be indicated for easy searching. Sample books can also be classified and kept centrally. Eleventh manuscript archives fonds number determined by the archives department at a higher level. Chapter V Duration of Preservation of Manuscript Archives Article 12 Manuscript archives with important historical value, artistic value and scientific value shall be classified as "permanent" preservation. Thirteenth all important, with long-term reference and use value, as a "long-term" custody. Fourteenth all the general manuscript files with reference value in a certain period of time are classified as "short-term" custody. Fifteenth manuscript files listed as "long-term" and "short-term" custody, after the expiration of the appraisal, need to continue to save, can be promoted to "permanent" and "long-term" custody; If the value is not preserved, it can be destroyed according to the regulations after being approved by the publishing house leaders. Chapter VI Preservation and Equipment of Manuscript Files Article 16 A publishing house shall set up necessary special warehouses and purchase necessary boxes and cabinets according to the number of manuscript files preserved. The warehouse should be solid, with facilities such as anti-theft, anti-light, anti-high temperature, fire prevention, moisture prevention, dust prevention, insect prevention and rat prevention. Seventeenth archives can be arranged in chronological order or category. The manuscript file of the second edition of this book is placed behind the manuscript file of the first edition. Article 18 Archives institutions of publishing houses shall establish a register of receiving manuscripts, a register of borrowing manuscripts and an inventory of destroying manuscripts. Article 19 The archival institutions of publishing houses shall establish "name index cards", "title index cards" and "manuscript and proofreading cards" for manuscript files as auxiliary retrieval tools. Chapter VII Supplementary Provisions Article 20 These Measures shall be interpreted by the Press and Publication Administration Article 21 These Measures shall come into force as of the date of promulgation. The Interim Provisions on the Work of Manuscript Archives of Publishing House issued in June198165438+10/4 shall be abolished at the same time.
