Today's knowledge service requires dynamic search, selection, analysis and utilization of all kinds of information and knowledge according to users' needs. It is a leading research activity, its essence is the process of knowledge innovation, and its value can be realized by significantly improving users' knowledge application and knowledge innovation efficiency. Therefore, the focus and final evaluation of knowledge service is not how many documents and information products are provided to users, but whether the library helps users find the knowledge needed to solve problems through services, which has brought certain economic and social benefits to society. In other words, information service can only reflect the purpose value of information service by combining users' information needs and solving practical problems, which is the realization process of library knowledge service. Therefore, in knowledge information service, we should not only pay attention to the process of user information resource construction and user information utilization, but also pay attention to the realization process and effect of user information purpose. Based on this, we think that in today's knowledge economy society, the knowledge information service of university libraries under the network environment and modern technical economy environment needs to make full use of existing library resources, that is, enrich cultural information resources, knowledge resources, network resources, technical resources, equipment resources and human resources, and build a new information service model-information practical platform service model, in order to solve the practical problems of users and realize the value-added of information services.

Second, the current situation and existing problems of information services in university libraries under the network environment

Since the late 1990s, with the rapid development and update of modern information technology such as computer network technology, remote communication technology and multimedia technology, the information service of university libraries has gradually become diversified, functional, networked, digital, remote, integrated and intelligent. Under the environment of knowledge economy, promoted by various technical means and service means, university libraries are currently in the stage of digital development, and the service function of libraries is also changing from information service to knowledge service. However, in the process of investigating and understanding the information service of university libraries in China, we found that in recent years, although the information service construction and information service functions of various universities have been continuously expanded and extended, the information service effect of university libraries is still unsatisfactory. As we all know, users are the main body of library information service, and the information service of university library should closely focus on the actual needs of university users. It is true that in recent years, relying on the advantages of network technology and modern information technology environment, university libraries have developed a variety of service modes, such as online public catalog query, digital reference service, virtual reading room reading, network reference service, network database service, reader-assisted service, information resource navigation, and unified platform cross-database literature retrieval. The complementary implementation and concrete application of these service modes have really promoted the further realization of library service functions. However, judging from the practical design of service system and the performance evaluation of interactive service in the development of teaching and scientific research in colleges and universities, it seems that there is not much research on library service. It is precisely because of the lack of understanding of these aspects that the information service effect of university libraries in school teaching and scientific research is not ideal at this stage. The reason is that university libraries ignore the most basic service functions in the process of information service, and focus on the construction of library literature resources and the expansion of service functions.

As Ranganathan, an Indian library scientist, described the five laws of library science, the information service of the library is not established for resource construction, but to meet the actual needs of users and achieve practical results. In other words, realizing users' knowledge innovation is the fundamental starting point and final destination of information service in university libraries at this stage. At present, the service status of university library is not consistent with the vision of library service. In the article "Research on Personalized Information Services of University Libraries under the Network Environment" (Gao Jie, 2008), this paper compares and analyzes the personalized information services of seven subordinate university libraries in Hubei Province, among which Wuhan University and Huazhong University of Science and Technology are among the 2 1 1 Project and 985 Project; Five other universities, including Huazhong Normal University, Wuhan University of Technology, China Geo University (Wuhan), Zhongnan University of Economics and Law and Huazhong Agricultural University, are also included in the 2 1 1 project. From the comparative analysis, it can be seen that the personalized service systems of these seven university libraries not only have basic information services such as the latest trends, related links, user training, featured collection databases, new book reports, collection catalog retrieval, etc., but also generally provide interfaces with library automation systems, which can directly consult library catalogs and query users' borrowing records. Each system has developed some new service functions according to the individual needs of users, but some functions need to be further improved in terms of intelligence and information service of teaching and scientific research in colleges and universities. For example, from the homepage of the above-mentioned university library, we don't see the service function module related to teaching and scientific research in universities, but we can see the development of this service function on the homepage of individual libraries such as Suzhou University. But it is also limited to retrieval teaching, online papers, teaching courseware, SCI source journals, CSSCI, Chinese core journals, submission guides, etc. University library is an important part of school teaching and scientific research. According to the needs of teaching and scientific research, collect, sort out and provide all kinds of literature information in time to serve teachers and students. The quality level and scientific research ability of information users in university libraries are closely related to the development and play of library information service functions.

Through the above investigation and analysis of the current situation of information service in university libraries, we find that the user information service in the information service mode of university libraries under the network environment is not satisfactory in terms of the ability to master user information or the actual effect of user information. Mainly manifested in the following aspects: the user's innovation ability is insufficient; Insufficient user knowledge development ability; The user's scientific research ability is insufficient; The user's autonomous learning ability is insufficient. There are two fundamental reasons: first, there is a phenomenon of "emphasizing construction over practicality" in library information service management. The so-called "emphasizing construction over practicality" means that in the knowledge economy environment, library information service only pays attention to the construction and dissemination of library knowledge information resources, while ignoring the actual contribution value and social contribution rate of user information, which is not conducive to realizing the fundamental purpose of knowledge information service-knowledge innovation. It hinders the transformation from library information service to knowledge service. At the same time, it also causes the mismatch between users' information needs and social actual needs and library knowledge information services under the knowledge economy environment, as well as the disadvantages of information services being out of touch. Secondly, the phenomenon of "emphasizing development over effect" also reflects that in recent years, although university libraries have a wide range of information services, rich service contents and diverse service forms, the linkage effect between the subject and object of information services and the library as a knowledge information service provider has not been fully reflected. In the above information service survey, the universality and initiative of user participation, the feedback of user information, the interaction of users and the innovation of users lack unified coordination and braking in the whole information service management.

University library is an information distribution center, which closely focuses on the needs of school teaching and scientific research, and provides efficient and convenient information services for college students, teachers, researchers and academics from all walks of life. Its existence has played an important role in guiding information resources for higher education and social and economic development. In recent years, with the rapid development of computer network technology, digital information technology, multimedia technology and database storage technology, the content and service function of library information service have been endowed with broader and deeper meanings. The form of networked knowledge information service has been adopted by the information services of major university libraries in China today, and will become the mainstream service means for the development of library information service in the future. In today's era of knowledge economy, knowledge service is inevitable to further deepen the service function of university libraries. At present, the information service mode of university libraries in China has developed rapidly under the network environment, from the simple digital information service in the past to the various service modes now. Such as interlibrary loan/document delivery, substitute search and retrieval, reference service, sci-tech novelty retrieval, subject service, various characteristic database resources service, free Internet resources special service, etc. The cross-complementary use of various network information service modes has greatly enriched the demand for information resources services for teaching and scientific research in colleges and universities. However, in the investigation of network information service modes in colleges and universities, we also see that the number of service modes is increasing, but the feedback rate of service depth and quality is low, the actual contribution value and social contribution rate of user information are low, and the knowledge innovation ability of information users is insufficient. How to make full use of network information resources, provide knowledge service for teaching and scientific research in colleges and universities, and realize knowledge innovation is still the main topic facing the information service of university libraries at present. The author believes that the construction of information practice platform system is a good measure to further innovate the current network information service model in colleges and universities.

Thirdly, the analysis of factors affecting the realization of information service platform system.

Information service platform system is an innovative model of knowledge service in university libraries under the network environment, knowledge economy environment and modern information technology environment, and it is a new growth point of knowledge service in university libraries at this stage. Its core key lies in connecting the isolated resources of various departments in colleges and universities with the knowledge service of the library, and making use of the knowledge management service function of the library to become an interactive society that can freely enjoy information resources, realize users' knowledge innovation and realize the educational service function between the library and colleges and universities. At present, there are still some difficulties and problems in the process of constructing the information service platform system and realizing the service mode of the information service platform, such as the development and integration of resources, the technical development and utilization of the service platform module, and the practical test of the evaluation of the knowledge service effect of the library. First, in terms of resource development and integration, there are abundant teaching and research resources in colleges and universities, but they have not been fully developed, excavated, integrated and utilized by information service departments. At present, university libraries should take the opportunity of building an information practice platform system to develop, excavate and integrate all kinds of information resources, including the existing resources of universities, and realize the knowledge service construction of university libraries through various service forms to meet the knowledge needs and knowledge innovation needs of all users in universities. Secondly, in the development and utilization of service platform module technology, the construction of university library information service platform system is based on the development of various platform modules. Whether to develop and how to develop the quality directly affect the service effect of the library information service platform system. At present, due to the reasons of technology, experience and service concept, the construction of information service platform system of university library has not received due attention in universities. In the development of each module, most colleges and universities only pay attention to user demand, user education, resource construction and collaborative service platform development, while interactive collaborative platform, technical support platform, quality evaluation platform and unified retrieval platform are undeveloped or partially developed. In other words, the social contribution value of users' knowledge service is one of the important standards to measure the effect of knowledge service in university libraries.

Under the environment of network, knowledge economy and modern information technology, the information service of university library is facing challenges, such as the impact of knowledge economy on information service, the challenges of network environment and modern information technology environment. Whether university libraries can take advantage of information service competition has become an urgent problem and an important task for university libraries. Knowledge management is an effective method and tool to improve the core competitiveness of an organization by using collective wisdom. In the current environment, only by rapidly updating the service content and changing the service mode can we provide users with the quality service they really need and realize the new survival value of library service in the knowledge economy society. The expansion of enrollment in colleges and universities has become one of the most frequently discussed topics in China's educational system reform in recent years.
