The new library of Hengyang City is located in the south of Yanfeng Park in Hengyang City, in the former Hengyang Iron Factory School, with Hengzhou Avenue in the south and Zhengyang Road in the west. The planned land area is about 87,204 square meters, and the total construction area is about 2 1 464.92 square meters. The main building has three floors above ground and one underground. The city library is positioned as a medium-sized modern comprehensive public library integrating learning, reading, information exchange and cultural leisure, which has the characteristics of informationization, networking, intelligence, safety and environmental protection, distinctive modern style and Hengyang humanistic significance.

The new library is positioned as a medium-sized comprehensive public library, and the first area of the single building is a public activity area, including a multifunctional lecture hall, a reader's bookstore, a 24-hour self-service library and a hall. The second area is the reading research area, which mainly includes various reading rooms, research rooms and training rooms. The third area is the document storage area, which mainly includes various collection areas, business rooms, office rooms, staff restaurants and so on.

An open space is planned on the north and south sides of the city library, in which the building South Square is the main entrance square, mainly welcoming people on the side of Hengzhou Avenue, which is obviously ceremonial and is a ceremonial entrance; The beautiful external greening environment on the north side of the building provides a quiet outdoor space for the citizens and becomes an extension and supplement of Yanfeng Park. The whole library is integrated into the scenic spot of Yanfeng Park, creating the artistic conception of "reading in the garden".

The city library is located in the first peak scenic spot of Nanyue, and its architectural style is traditional Chinese style. Its interior space meets the needs of modern public cultural services, and adopts the layout of classical garden architecture, which complements the scenic spots. The design fully considers the technical measures of ventilation and energy saving, attaches importance to the barrier-free design of public buildings, and reflects the care for special groups such as the disabled and the elderly.

Hengyang Library was built by Hengyang Urban Construction Co., Ltd. and financed by Zhejiang Bada Group, and officially started construction on the morning of July 9, 2004. The construction of this project is the further improvement of our city's cultural infrastructure, the practical need of building a "cultural city" in our city, and it will create a new urban park with rich cultural connotations for our city, which is another important landmark building of Yan Hui Peak Scenic Area and even Hengyang City.
