You can take bus 1 or 6 to the "administrative center", get off and walk west to Xincheng Avenue and south.

Or take bus No.2 to "Tong Jia New Village", get off and walk east to the north of Xincheng Avenue.

Personally, I suggest you take the No.2 and No.2 buses. Although you want to bypass the splayed bridge, the place to get off is closer than 1 and No.6 buses.

And the no.2 bus is in good condition. Bus No.2 is the most upscale city bus in Cixi at present, and there may be fewer people taking bus No.2 than 1 and bus No.6..
