Zeng, the name of county magistrate, was knowledgeable and broad-minded, and was quite famous in western Henan in the late Qing Dynasty and the early Republic of China. 1908 came to the new magistrate.

After becoming an official, he set up workshops and libraries in Xin 'an to advocate new learning and develop education.
