The term "public library" as mentioned in these Measures refers to the public welfare service institutions and social education facilities set up by the urban people's government (street offices, park management committees) and open to the public for collecting, sorting out, preserving, researching and utilizing literature and information resources.
The document information resources mentioned in the preceding paragraph include books, newspapers, periodicals, microforms, audio-visual products, electronic publications and digital information resources. Article 3 The municipal administrative department of culture shall be responsible for the management of public libraries in this Municipality and organize the implementation of these Measures.
Town People's Government (street offices, park management committee) is responsible for the management of public libraries within their respective administrative areas.
Municipal development and reform, finance, education, urban and rural planning, land resources, human resources, housing and urban and rural construction, transportation and other administrative departments shall, according to their respective responsibilities, coordinate the implementation of these measures. Article 4 The people's governments of cities and towns (street offices, park management committees) shall incorporate public libraries into the national economic and social development plans and annual plans, and include the required funds in the fiscal budget at the corresponding level, so that the financial input can adapt to the economic and social development and the population, service scope, service demand and service function of public libraries. The funds of public libraries should be increased year by year according to the development of national economy and public libraries.
Public library funds include facilities, equipment, personnel, literature information resources, library operation and maintenance, etc.
The funds of public libraries shall be earmarked for special purposes and shall not be used for other purposes. Article 5 Encourage and support natural persons, legal persons or other organizations to donate funds, documents, facilities and equipment or support the development of public libraries in other forms.
Encourage and support natural persons, legal persons or other organizations to cooperate with public libraries or independently set up public welfare libraries to provide public welfare reading services.
Natural persons, legal persons or other organizations that participate in the construction of libraries or provide public reading services in the ways specified in the first and second paragraphs of this article shall enjoy preferential tax and other aspects in accordance with the provisions of relevant laws and regulations. Public libraries can be named after donors or give corresponding honors to donors in other appropriate ways. Article 6 Urban people's governments (street offices and park management committees) may initiate the establishment of social funds for the development of public libraries according to law.
Encourage natural persons, legal persons or other organizations to set up public library development social funds according to law, or make donations to public library development social funds.
The establishment, operation and management of social funds for the development of public libraries shall be implemented in accordance with the provisions of relevant laws and regulations. Article 7 The people's governments of cities and towns (street offices and park management committees) shall promote the establishment and operation of corporate governance mechanisms of public libraries, and establish and improve corporate governance institutions such as the board of directors. The Council is composed of representatives of cultural administrative departments, relevant administrative departments, public libraries, professionals and citizens. Article 8 The people's governments of cities and towns (street offices and park management committees) shall commend or reward organizations and individuals that have made outstanding contributions to the prosperity and development of public libraries and public reading in accordance with relevant state regulations. Ninth cultural administrative departments, public libraries and other units should organize and carry out national reading promotion activities through various forms, and hold Dongguan Reading Festival every year. Chapter II Establishment and Management of Public Libraries Article 10 The municipal and town people's governments (street offices, park management committees) shall make overall planning and rational layout according to the distribution of the serving population and the needs of economic, social and cultural development in the region, and establish a public library service system covering urban and rural areas.
The municipal administrative department of culture shall, according to the national economic and social development plan, the overall urban and rural planning and the overall land use planning, prepare the development plan of public libraries, and report it to the Municipal People's government for approval after being audited by the administrative departments of municipal development and reform, urban and rural planning, land and resources, etc. Eleventh municipal cultural administrative departments to organize the establishment of public library expert committee. The municipal cultural administrative department shall solicit the opinions of the expert committee of public libraries on major issues such as development planning and business norms related to the development of public libraries. Twelfth public library sites should be located in places with relatively concentrated population, convenient transportation, good supporting facilities, safety, hygiene and environmental protection standards and reasonable service radius.
Before the implementation of these measures, if the location of the public library that has been built or started construction does not conform to the provisions of the preceding paragraph, the local town people's government (street offices, park management committees) shall gradually improve the public transportation and municipal facilities supporting the public library, and improve the safety, hygiene and environmental conditions around the public library in accordance with relevant standards.
