Its main responsibilities are: according to the principle of book selection, organize relevant experts to put forward the list of books to be issued; According to the list of books approved by the leading group, order books from the publishing house, print the covers and bind them uniformly: according to the list of donated libraries (rooms) determined by the leading group, send books to all places. From 2003 to 2005, the central government will allocate 20 million special funds every year to implement the project of sending books to the countryside. "Recommended Bibliography of Sending Books to the Countryside Project" selected 256 books with 302 volumes, mainly covering rural practical technology, legal knowledge, popular science books, medical care, literature and other categories, and selected representative series in this field. On August 29, 2003, the Ministry of Culture and the Ministry of Finance jointly held a briefing on the project of sending books to the countryside, which made clear the objectives and requirements of the project to the major publishing houses involved in the implementation of the project, agreed on the publishing and printing time of books, and ensured that the project started as scheduled.
