Apple Books cannot be used in Chinese mainland. According to the regulations of Apple Media Services, the only media services available in Chinese mainland are: App Store, Apple Music, Apple Podcast and "Video" application. Apple Books and Books are not included, so it is normal that they cannot be used.

The iBooks store has been banned in China, so you can't download any book resources. You can search PDF books online, import iBooks, and read them through various "assistants" on your computer.
