Municipal Public Security Bureau, Housing Authority, Land and Resources Bureau, Tax Administration Bureau directly under Finance Bureau, Labor and Social Security Bureau, Civil Affairs Bureau, Electric Power Bureau, Disabled Persons' Federation, Provident Fund Center, Citizen Card Service Center, Telecom, Water Industry Group, Gas Group, China Digital TV and Hangzhou Bank.

The design of the Civic Center inherits the concept of "a round place" in China traditional culture, and consists of six buildings around the center and four square podium buildings. The six buildings in the center are administrative places in Hangzhou in the future, and the surrounding skirt buildings are places for citizens to use, namely: Hangzhou Library, Hangzhou Youth Activity Center, Hangzhou Urban Planning Exhibition Hall and Hangzhou Citizen Service Center.
