Fushun Library has been exempted from the license fee since New Year's Day in 2008, and all service fees such as study room, juvenile nursery room and reading room are exempted, and the "one-card" lending service is provided free of charge. It also went deep into some primary and secondary schools in the city to issue certificates for primary and secondary school students free of charge. This has opened the door for minors to read, and the number of underage readers with certificates, circulation and borrowing has increased year by year.
