Chapter I General Provisions Article 1 In order to strengthen the planning and construction of parking lots, standardize the management of vehicle parking and ensure the coordinated development of urban traffic, these Regulations are formulated in accordance with the provisions of the Urban Planning Law of People's Republic of China (PRC), the Law of the People's Republic of China on Road Traffic Safety, the Regulations of Ningxia Hui Autonomous Region on Road Traffic Safety Management and other laws and regulations, and in combination with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning and construction of motor vehicle parking lots and the management of motor vehicle parking within the administrative area of this Municipality. Article 3 The Yinchuan Municipal People's Government (hereinafter referred to as the municipal government) shall strengthen the investment in the construction of public parking lots according to the growth of vehicles and the development of parking lots in this city.

Encourage individuals, legal persons or other economic organizations to invest in the construction and operation of parking lots. Article 4 The municipal public security traffic management department shall be responsible for the management of motor vehicle parking and parking lots in accordance with the provisions of these Regulations.

Yongning County, Helan County and lingwu city Public Security Traffic Management Department are responsible for the management of vehicle parking and parking lots within their respective administrative areas, and accept the guidance and supervision of the Municipal Public Security Traffic Management Department.

City planning, construction, industry and commerce, prices, urban management and other administrative departments within the scope of their respective duties, do a good job in the management of parking lots. Fifth parking lot construction should follow the principle of unified planning, unified management and "whoever invests will benefit". Chapter II Planning and Construction of Parking Lot Article 6 The municipal public security traffic management department shall, jointly with the municipal planning department and other relevant departments, formulate the parking lot planning according to the requirements of the overall urban planning of Yinchuan City, and organize its implementation after examination and approval in accordance with the prescribed procedures. Seventh city planning departments to organize the preparation of new areas, residential areas and old city reconstruction planning, parking lot planning should be based on urban planning standards. Article 8 The municipal government shall, according to the parking demand of motor vehicles, plan and construct public parking lots in areas with tight parking conditions and areas where public transportation and self-use vehicles transfer. Article 9 The municipal planning department shall, according to the urban development and urban planning, organize the compilation of building parking standards, solicit opinions from relevant departments such as municipal construction, public security and traffic management, and implement them after being reported to the municipal government for approval. Tenth new construction, renovation or expansion of public buildings should be equipped with parking lots according to the standard.

The parking lot with public buildings shall be designed, constructed and put into use at the same time as the main building.

New construction, renovation or expansion of public buildings, due to urban planning reasons, with the construction, with the construction of parking lots can not meet the prescribed standards, it should be built nearby or complement the parking spaces.

If the function of the building changes, the built parking lot shall not be used for other purposes; If the parking lot fails to meet the parking berth standard after changing its function, it shall build a parking lot or parking berth according to the standard after changing its function. Eleventh new construction, renovation and expansion of residential areas shall, in accordance with the standards prescribed by the state, build more parking lots; If the parking space is insufficient, it shall be rebuilt or expanded in time.

When there is no parking lot or parking space is insufficient in the old residential area where parking spaces can be designated, parking spaces can be designated under the guidance of the public security traffic management department with the consent of the owners adjacent to the parking spaces to be designated and the approval of the owners' meeting. Without consent, no parking spaces shall be set up in the old residential areas.

Parking lots or parking spaces shall not occupy green spaces and fire exits, and shall not interfere with the normal life or traffic of residents. Twelfth in any of the following circumstances, it shall be equipped with a special parking lot:

(1) Office buildings, stadiums, theaters, exhibition halls, libraries, hospitals, tourist attractions, stations, airports and other public buildings or places of organs, enterprises and institutions;

(two) shopping malls, hotels, warehouses, restaurants and other business places with a construction area of more than 3000 square meters.

Before the implementation of these regulations, the public buildings and business premises specified in the preceding paragraph of this article are not equipped with parking lots, or the parking lots are not up to standard, and the parking lots or parking spaces shall be supplemented according to the actual situation. Thirteenth the design of the parking lot shall solicit the opinions of the public security traffic management department, and the construction department shall go through the construction procedures only after it is audited by the planning department. Without the consent of the planning department and the opinions of the public security traffic management department, the construction unit and the construction unit shall not change the parking lot design scheme without authorization. Fourteenth land management departments can use the land reserved by the government to set up temporary business parking lots; The temporary operating parking lot shall be set up through public bidding.

Units and individuals can use their own idle land to bid for temporary operating parking lots according to regulations, except schools and kindergartens. Chapter III Parking Lot Management Article 15 The municipal public security traffic management department shall formulate specific specifications according to the facilities and operation management systems required by various parking lots. Sixteenth operating parking lot, there should be parking facilities, management facilities and professional management personnel to adapt to the parking lot management business, and to the municipal public security traffic management department for the record. Seventeenth any unit or individual shall not change the function of the built parking lot or use the parking berth for other purposes. Eighteenth parking lot managers should keep the parking lot lighting, drainage, ventilation, fire protection, anti-theft and other facilities in normal operation and clean environment, and formulate relevant management systems.
