On the basis of ensuring that all ethnic minority students and immigrant students in the compulsory education stage organized by the autonomous region are included in the scope of funding, according to the degree of financial difficulties of students' families, priority will be given to subsidizing children of poor households, students with special education, children of families with minimum living guarantee for rural poor, children of families with minimum living guarantee for urban residents, children with financial difficulties caused by emergencies, orphans, disabled children, only children of low-income families and two-daughter families, and children of revolutionary martyrs.
