The organizer of the establishment of a publishing unit shall, within 60 days from the date of receiving the approval decision, register with the publishing administrative department of the local people's government of the province, autonomous region or municipality directly under the Central Government and obtain a publishing license. Registration items shall be stipulated by the administrative department of publishing in the State Council.
After receiving the publishing license, a publishing unit that belongs to a public institution as a legal person shall register with the registration authority of the public institution with the publishing license and obtain the legal person certificate of the public institution according to law; If it belongs to an enterprise as a legal person, it shall register with the administrative department for industry and commerce with the publishing license and obtain a business license according to law.
