Chapter II Procedures for Purchase and Reimbursement of Books and Materials
Article 4 The general manager's office is responsible for the centralized and unified procurement of all kinds of books and materials of the * * * * organs, and all departments of the organs can recommend the catalogue of books and materials to the general manager's office at any time according to the actual work needs. Under normal circumstances, with the approval of the person in charge of the general manager's office, it can be purchased by the person in charge of books and materials.
Under special circumstances, after the approval of the person in charge of the general manager's office, all departments can purchase by themselves.
Article 5 In case of special circumstances (large batch and high value), each department shall submit a demand plan to the general manager's office, which shall explain the reason, price and quantity of books and materials to be purchased, and the general manager's office shall report it to the competent leader of * * * *, and after the competent leader approves it, the books and materials management personnel shall purchase books and materials as planned.
Article 6 After going through the registration formalities of books and materials, the book purchasing agent shall submit an invoice signed by the person in charge of the general manager's office to the accounting department for reimbursement.
Article 7 The accounting department is responsible for verifying the special quantity of books and materials purchased by the * * * organs every year, and the person in charge of the general manager's office is responsible for controlling the total quantity of books and materials purchased.
Chapter III Management of Books and Materials
Article 8 After purchasing books and materials, professionals should register according to the classification number, and affix the "Special Seal for Books and Materials of Luqiao Group International Construction Co., Ltd." on the title page, books, back cover or appropriate position.
Article 9 * * * employees can borrow all kinds of non-confidential books and materials that have been registered, with a maximum of 3 books at a time, and the maximum borrowing period is 3 months. If it is necessary to renew the loan due, you should go through the renewal procedures.
Tenth some professional books and materials (such as dictionaries, dictionaries, etc.). ) can be kept by all departments for a long time, but it must be registered by the custodian and approved by the head of the general manager's office.
Article 11 Borrowing books and materials by personnel of other units must be approved by the person in charge of the general manager's office.
Twelfth books and materials management personnel responsible for borrowing and renewal procedures.
Thirteenth books and materials management personnel should conduct a comprehensive inventory of all kinds of books and materials registered before the end of each year, and write a written report to the person in charge of the general manager's office.

Chapter IV Supplementary Provisions
Article 16 The general manager's office shall be responsible for the interpretation of matters not covered in these Measures.
