The prerequisite for becoming a customs declarant is to take the qualification examination, while the conditions for the national unified examination are quite broad: as long as 18 is over one year old, has full capacity for civil conduct, and has graduated from high school or technical secondary school or above.

The examination adopts the principle of "openness, equality and competition", and the national unified registration date, unified proposition, unified examination paper (closed written test), unified scoring standard and unified admission.

The examination contents include: customs declaration business foundation, foreign trade business foundation and basic English. Those who pass the examination, the Qualification Certificate of Customs Declarer is valid nationwide, and they can become customs declarers after being employed by relevant enterprises and applying for registration with the customs within 3 years.

The qualification examination in Beijing test area is supervised by Beijing Customs, which is responsible to the General Administration of Customs, while the education department is responsible for the examination work, including examination counseling.

The qualification examination is difficult and the pass rate is low. Generally speaking, "professional customs declarers" are independent subjects, with standardized services, high customs declaration quality, relatively high wages and self-contained systems. International customs declarers are quite familiar with customs business, even more familiar with customs operation and foreign trade laws and regulations than grass-roots customs staff.

In China, customs declarers are employed by various enterprises, and their salaries vary with the benefits of enterprises.
