3. The cultural administrative organ that registers and accepts the applicant's application for administrative license for cultural operation shall handle it according to the following circumstances:

If the application does not need to obtain an administrative license according to law, it shall immediately inform the applicant that it will not be accepted;

If the application matters do not fall within the scope of functions and powers of the administrative organ according to law, it shall immediately make a decision not to accept it, and inform the applicant to apply to the relevant administrative organ;

If there are errors in the application materials that can be corrected on the spot, the applicant shall be allowed to correct them on the spot;

4. If the application materials are incomplete or inconsistent with the statutory form, the applicant shall be informed of all the contents that need to be supplemented on the spot or within five days. If the application materials are not informed within the time limit, it shall be accepted as of the date of receipt of the application materials;

5. Approval conditions: 1. Cultural market management must have a fixed business site, and the business site area of audio-visual products must be more than 25 square meters. Internet cafes and video game business places shall not be set up within 200 meters around the school, and song and dance entertainment industries shall not be set up in residential areas; 2, cultural market owners must have a legal identity card, have the capacity for civil conduct, can bear legal responsibility; 3. Owners of cultural markets cannot have a history of serious violations, and owners of song and dance entertainment and Internet service industries cannot have criminal records; 4, song and dance entertainment industry must apply for fire protection, environmental protection qualified opinions, Internet cafes must apply for fire protection qualified opinions. Three. Time limit for examination and approval, the cultural administrative organ shall examine the application materials submitted by the applicant. In addition to making an administrative license decision on the spot, the cultural administrative organ shall make an administrative license decision within 20 days from the date of accepting the application for administrative license. If a decision cannot be made within twenty days, it may be extended for ten days with the approval of the person in charge of the administrative organ, and the applicant shall be informed of the reasons for the extension. 6. Hearing the matters that should be heard in the implementation of administrative licensing according to laws, regulations and rules, or other major administrative licensing matters involving public interests that the administrative organ deems necessary, the administrative organ shall announce to the public and hold a hearing. 7. If the administrative organ that issued the license makes a decision to approve the administrative license and needs to issue an administrative license certificate, it shall issue the following administrative license certificate stamped by the administrative organ to the applicant: license, license or other license documents; Qualification certificate, qualification certificate or other qualification certificate; The approval document or certification document of the administrative organ.
