Provincial libraries are first-class institutions. The provincial library and the library under the Provincial Department of Culture are first-class, that is, at the level, the library departments of the Municipal Library and the Municipal Bureau of Culture are first-class and are subordinate units of the Department of Culture.

Shaanxi, referred to as Shaanxi or Qin for short, is a provincial administrative region in People's Republic of China (PRC), with an as its capital. It is located in the hinterland of China and the middle reaches of the Yellow River, bordering Shaanxi and Henan in the east, Ningxia and Gansu in the west, Sichuan, Chongqing and Hubei in the south and Inner Mongolia in the north.
