Chapter I General Provisions Article 1 In order to ensure the safety of our ships sailing at sea, the ship management and command department of our bureau conducts strict navigation preparation inspection for ships sailing in the ocean, offshore, coastal areas and ports before sailing, and handles problems in time when found. Article 2 The final preparation inspection before sailing means that on the basis of routine comprehensive safety inspection and ship self-inspection of all kinds of ships every quarter, an inspection team composed of superior leaders, safety management and relevant business departments will board the ship to check whether the ship meets the technical requirements for sailing safety and whether there are various safeguard measures. Article 3 The ship combat readiness inspection of our bureau is organized in two levels: first, the ship leader and investigation team organize self-inspection, and then the sub-bureau or brigade organize re-inspection and approval. The seaworthiness inspection of ships under the direct command of the bureau shall be organized by the sub-bureau (the bureau shall send personnel to participate as needed) for final examination and approval, and then reported to the bureau for examination and approval. Article 4 People's Republic of China (PRC) harbour superintendency administration is the competent department of ship safety supervision and management throughout the country. The navigation safety supervision department of the ship and aircraft dispatching command center is the competent department of ship safety supervision and management of the bureau. All kinds of ships of our bureau should respect the safety inspection carried out by the coastal harbour superintendency agencies in accordance with relevant international conventions and relevant laws and regulations of our country when performing tasks in various ports. Article 5 These Provisions are formulated in accordance with the national standard Technical Requirements for Safe Navigation of Ships (GB 655 1-86), the Ship Rules of the State Oceanic Administration and the Ship Dispatching and Command Rules of the State Oceanic Administration, and meet the relevant requirements of the International Radio Code, the International Convention for the Safety of Life at Sea, the Radio Code for Seagoing Ships and the Navigation Equipment Code for Seagoing Ships in China. Article 6 All kinds of ships of our bureau are not allowed to leave and set sail without the approval of the navigation preparation inspection and the report of the navigation safety supervision department and its superior ship dispatching and command organization. Article 7 A ship shall, according to the requirements of the navigation plan task book, report the navigation operation implementation plan, and at the same time report the Safety Checklist of Ship Equipment before Sailing, which is filled out after self-inspection, as one of the bases for the superior to approve the navigation plan. Chapter II Basic Provisions on Ship Command Article 8 The Sub-bureau shall organize relevant business departments to be divided into four professional groups: deck, marine engineering, investigation (including meteorology) and public safety, to conduct a comprehensive and in-depth inspection of the ship within one week before sailing, and be responsible for examining and approving the inspection results. Where the short-term, near-shore and temporary tasks issued by the brigade, the brigade is responsible for examination and approval, and reported to the branch for the record. Article 9. The composition and number of personnel of the voyage preparation inspection team shall be decided by the sub-bureau according to the situation of the ship and the content of the task. Article 10 When a ship conducts a sea preparation inspection, the inspection team shall first listen carefully to the self-inspection report of the ship and the team leader. Then, according to the professional, department inspection, testing and re-inspection when necessary. And truthfully fill in the inspection results and sign them to show responsibility. If it is necessary to carry out dynamic inspection, the ship's starting equipment can be required to carry out inspection. For ships with long offshore operation time, complicated voyage and sea area, and entering the factory for repair for the first time, professional sea trials should be organized to carry out dynamic inspection. Article 11 The person in charge of the inspection team shall, on the basis of summarizing the inspection results of various professional groups, confirm the conclusion of the inspection report on navigation preparation through collective discussion and unified thinking, and report it to the sub-bureau or sub-bureau for approval. Chapter III Command Work System Article 12 If problems are found during inspection, the inspection team may put forward suggestions for handling according to the nature and situation of the problems. In the case of equipment failure and hidden danger, it is necessary to repair, eliminate or take effective preventive measures within a time limit before sailing. Personnel documents, materials and other issues must be deployed within a time limit, and it is absolutely not allowed to go to sea without a license. During the inspection, all units and departments must truthfully reflect the equipment situation and technical performance. If necessary, the inspection team shall conduct detailed tests and verifications to confirm whether the ship meets the conditions for safe navigation. Article 13 The main contents of deck inspection

(1) The completeness, validity and compliance with various requirements of the ship's certificates.

(2) The completeness and correctness of navigation books and materials.

(three) the integrity and reliability of navigation AIDS, spare parts, spare parts and tools.

(four) the integrity, reliability and compliance of the signal equipment and its parts.

(five) the integrity, reliability and proficiency of life-saving equipment and its spare parts, tools and accessories.

(6) Whether the pilot's gangway, gangway, hatch cover and watertight door meet the safety requirements.

(seven) whether the integrity, performance and configuration position of fire fighting equipment and equipment meet the specified requirements.

(eight) whether the various forms, books and materials of the navigation department are complete and whether the records are correct.

(nine) the safety system, deployment and responsibilities of all kinds of personnel.

(ten) whether the communication, security, navigation and positioning equipment is configured, performance and reliability as required.

(eleven) the integrity, reliability and safety of navigation control and mooring equipment, as well as windlass, steering gear, deck machinery and kitchen equipment.

(12) Fixation of deck fixing ropes, handle ropes and articles stored on deck, corrosion of hull structure and cabin safety.

(thirteen) the reliability and safety of stowage and stability treatment.
